August 27, 2019 <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADOPTION AND LEGAL GUARDIANSHIP INCENTIVE <br />PAYMENTS PROGRAM FUNDING FROM THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES IN THE AMOUNT OF $5,000 AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2020 SOCIAL SERVICES FUND TO ENCOURAGE AND SUPPORT <br />ADOPTION AND LEGAL GUARDIANSHIP.” <br /> <br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 314 - Adoption of an ordinance accepting a Continuum of Care Planning Grant <br />in the amount of $35,058 from the U.S. Department of Housing and Urban <br />Development and appropriating said funds in the FY 2020 Grants Fund for use by <br />the Department of Social Services. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The Continuum of Care (CoC) Program is designed to promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers, and State and local governments to quickly rehouse homeless individuals and <br />families while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and effect utilization of <br />mainstream programs by homeless individuals and families; and optimize self-sufficiency <br />among individuals and families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> Portsmouth Area Resource Coalition (PARC) was the lead agency for the <br />Portsmouth CoC, until March 14, 2019, when members voted DSS in as the new lead <br />agency. <br /> <br /> Under the terms of the HUD Grant agreement, PARC received a Planning Grant <br />in the amount of $35,058 for eligible planning activities. <br /> <br /> HUD is amending the agreement with PARC and entering into agreement with <br />DSS as the new lead agency. Grant planning dollars will be transferred to DSS for CoC <br />related duties. <br /> <br /> The grant has match contributions that can be cash, in-kind, or a combination of <br />both. For match to be counted as cash or in-kind, amounts must be used for CoC Planning <br />eligible activities. For CoC Planning projects match must be equal to or greater than 25 <br />percent of the total grant request. <br /> <br />Financial Impact: <br /> <br /> <br /> DSS will provide an in-kind-match of services equal to approximately $8,764. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
