August 13, 2019 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />19 - 294 - Adoption of an ordinance accepting a grant in the amount of $160,000 <br />from the Office of the Executive Secretary of the Supreme Court of Virginia and <br />appropriating said amount in the FY 2020 Grants Fund for use by the Third Judicial <br />Circuit Court for the Portsmouth Adult Drug Treatment Court. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br /> This program was first implemented in 2000. <br /> <br />Discussion: <br /> <br /> The Third Judicial Circuit Court was awarded a grant in the amount of $160,000 <br /> <br />for the Portsmouth Adult Drug Treatment Program. <br /> <br /> The program serves as an intensive treatment program for the purpose of treating <br /> <br />non-violent felony offenders who are dependent upon drugs and/or alcohol. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $160,000 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA <br />AND APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY <br />THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG <br />TREATMENT COURT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />19 - 295 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Community Criminal Justice Board <br />Angela Greene to be appointed to a term ending June 30, 2021, replacing Tonya <br />Chapman. <br /> <br />Economic Development Authority <br />Barbara Smith to be appointed to fill a term ending December 31, 2020, replacing Tracy <br />Link. <br /> <br /> <br /> <br /> <br /> <br />
