August 13, 2019 Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - City Manager’s Report - 19 - 294 - Adoption of an ordinance accepting a grant in the amount of $160,000 from the Office of the Executive Secretary of the Supreme Court of Virginia and appropriating said amount in the FY 2020 Grants Fund for use by the Third Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court. Background:  The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs and/or alcohol.  This program was first implemented in 2000. Discussion:  The Third Judicial Circuit Court was awarded a grant in the amount of $160,000 for the Portsmouth Adult Drug Treatment Program.  The program serves as an intensive treatment program for the purpose of treating non-violent felony offenders who are dependent upon drugs and/or alcohol. Financial Impact:  There is no City cash match required. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budgetary adjustment.  The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. 1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $160,000 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG TREATMENT COURT.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - New Business - 19 - 295 - Boards and Commissions Councilman Moody offered the following nominations: Community Criminal Justice Board Angela Greene to be appointed to a term ending June 30, 2021, replacing Tonya Chapman. Economic Development Authority Barbara Smith to be appointed to fill a term ending December 31, 2020, replacing Tracy Link.
