August 13, 2019 <br /> <br />Tidewater Community College Board <br />Mark Hugel to be appointed to fill a term ending June 30, 2021, replacing Steven <br />Cantrell. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to close nominations and the <br />above nominations were adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 296 - Items Submitted by Council Members <br /> <br /> <br /> Adoption of a resolution amending Subsection XVII(a) of the Portsmouth City <br />Council Rules of Order and Procedure pertaining to requests by citizens to address <br />Council. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AMENDING SUBSECTION XVII(a) OF THE PORTSMOUTH CITY <br />COUNCIL RULES OF ORDER AND PROCEDURE PERTAINING TO REQUESTS BY <br />CITIZENS TO ADDRESS COUNCIL. <br /> <br /> BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia, that <br />subsection XVII(a) of the Portsmouth City Council Rules of Order and Procedure is <br /> <br />hereby amended as shown on Exhibit A hereto.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> Ms. Psimas spoke on the following: <br /> <br /> <br />-Hope Charities Service and the Department of Social Services 4000lb corn give <br />away at the Department of Social Services, 10 a.m. - 5 p.m. August 14, 2019. <br /> <br />-Sunset Thursdays at High Street Landing from 6:30 p.m. - 9 p.m. <br /> <br />-Pamphlets available to citizens providing proper phone numbers to departments. <br />Also the use of 311 for city services. <br /> <br />-Back to School Week activities the week of August 26-August 30, 2019. <br /> <br />-Back to School parade, 10 a.m., Saturday, August 24, 2019 starting at Godwin <br />Avenue. <br /> <br />19 - 297 - Report on Pending Items <br /> <br /> <br /> Dr. Patton, City Manager, gave an update on items of concern presented by citizens <br />at the July 23, 2019 City Council Meeting. <br /> <br />19 - 298 - Non-Agenda Speakers <br /> <br />1. Ken Saucer, 3813 Westcott Road, voiced his concern with comments made by a <br />councilmember on Twitter. <br /> <br />2. Antoinette Kennon, 5633 Gregory Court, voiced her concern with the lack of <br />cooperation from city departments in locating her son. <br /> <br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council discontinue <br />spending tax dollars to lobby for casino gambling. <br /> <br />4. Sergio Neal, 1560 Darren Circle, asked what mechanisms are being put in place to <br />prevent violence among the youth in the city. <br /> <br />5.
