August 13, 2019 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 13, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Terry Taylor opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to approve the minutes <br />of a Called Meeting of July 22, 2019, of a Called Meeting of July 23, 2019, of a Regular <br />Meeting of July 23, 2019, and of a Special Called Meeting of July 30, 2019, and was <br />adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- Presentation - <br /> <br />Presentation of proclamation to the School Board for “Back to School Week”. <br /> <br /> <br /> <br />- Public Hearing - <br /> <br />19 - 293 - Public hearing on use permit applications: <br /> <br /> - <br />(a) UP-19-09 PARK VIEWRobert C. Barclay, IV, Esquire, with Cooper, Spong, <br />and Davis, on behalf of ABS LINC VA, Inc., requests a Use Permit <br />for an Adult Day Care Center at 230 Fort Lane, 927 Crawford <br />Parkway, and 231 Hatton Street. The properties are zoned Historic <br />Limited Office (HLO). The properties are designated on the Future <br />Land Use Map in the City’s Comprehensive Plan for High Density <br />Single-Family development as well as Institutional/Public use. <br />Planning Commission recommends approval with conditions. <br /> <br />1. Robert Barclay, 200 High Street, presented the application. <br /> <br />2. Tamara Coleman, 927 Crawford Parkway, presented the application. <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Clark, to concur with the <br />recommendation of the Planning Commission that UP-19-09be approved on first reading, <br /> <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />(b) UP-19-10 PORT NORFOLK - Susan Slater is requesting a Use Permit to <br />operate a micro-brewery at 346 Broad Street. The property is owned <br />by Port Norfolk Properties LLC (William C. Creecy) and is located in <br />the Historic Limited Business (HLB) zoning district. The Future Land <br />Use Map in the Build One Portsmouth Comprehensive Plan <br />designates this property for commercial uses. Planning Commission <br />recommends approval with conditions. <br /> <br />1. Christopher Slater, 226 Maryland Avenue, presented the application. <br /> <br /> Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to concur with the <br />recommendation of the Planning Commission that UP-19-10be approved on first reading, <br /> <br />and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
