Developer shall obtain approval of his subdivision plat ~n accordance with the require <br />merits of Chapter 33 of the Code of the City of Portsmouth, Vir~inma and any other applicable <br />local, state or federal law or regulation. <br /> <br /> 2. The integrity of the building's exterior and grounds will be preserved by the estab= <br />lishment of a Home Owner's Association and a "Restriction Committee" whose task shall be to <br />ensure compliance with the design approved by the Downtown D-1 Committee and City Council, and <br />the declaration of restriction sasements affecting the property shown on the subdivision plat <br />approved shall be reviewed and approved prior to issuance of occupancy permits by the City <br />Attorney. <br /> <br /> $. That all of the terms and conditions of the group housing permit approved by resolu- <br />tion dated January 8, 1985 shall remain in full force and effect." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 86-239 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$602,000 from the Public Utilities Capital Improvement Program for engineering design services, <br />geotechnical exploration, and the preparation of plans and specifications for Phase II improve- <br />ments to the Lake Kilby Water Treatment Plant, and award of contract. <br /> <br /> "The Director of Public Utilities is progressing with the phased rehabilitation of the <br />Water Treatment Plant at Lake Kilby. This work is based on a state-approved master plan which <br />was compiled in 1981, and recently updated. Phase I has been completed and the Director is pre <br />pared to initiate Phase <br /> <br /> In Phase II, the work will lead to the replacement of the Number One Filter Plant (circa <br />1898/1974). Examples of work essential to this project include: equipFing the new filters, <br />rehabilitating the existing valves in the two.remaining plants, replacing the chlorine feed <br />system, as well as providing new chemical feed systems and completing the plant instrumentatio~ <br />work. <br /> <br /> The Director has requested that $602,800 be appropriated at this time for the design <br />services, geotechnica] exploration and printing of the plans and specifications by the City's <br />consultant CH?M-Hill. The 1985/90 CIP estimated the total project cost for Phase II at <br />$6,230,000. The cost of Phase I was $11.5 million for a total project cost of $18 million for <br />the two phases. I concur with staff's recommendations and therefore request that City Council <br />appropriate $602,800 for design and authorization to execute an agreement for consulting servi¢ <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />£iKst'reading; awardOf contra~t t~ CH2M-Hil!ifo~consn!Z~mt services, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $602,800 FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENT <br />FUND FOR ENGINEERING DESIGN SERVICES, GEOTECHNICAL EXPLORATION AND PREPARATION OF <br />PLANS AND SPECIFICATIONS FOR PHASE II IMPROVEMENTS TO THE LAKE KILB¥ WATER TREATMENT <br />PLANT." <br /> <br /> 86-240- Letter from the City Manager recommending adoption of an ordinance to appropriat~ <br />$180,000 from the Capital Improvement Program for replacement and installation of the plumbing <br />fixtures in the Portsmouth City Jail. <br /> <br /> "The 1985 Capital Improvement Budget authorized replacement and installation of toilet ~. <br />fixtures in the Portsmouth City Jail. The existing fixtures are badly chipped (porcelain) and <br />are in need of replacement. <br /> <br /> The new fixtures will be of stainless steel constru[tion and will adapt to existing plumb- <br />ing. Theywill be shipped on an "as needed" basis with a minimum of 80 being received each <br />quarter (200 total). Originally, it was planned to bid the replacment and installation of the <br />fixtures; however, it was determined by the Director of General Services that it would be less <br />expensive if the work could be accomplished by City crews. The original budget was $300,000 f¢ <br />this work, therefore, resulting in a capital savings of $150,000 to do the work in-house. <br /> <br /> The Director of General Services recommends that the award of the contract go to the ap- <br />parent low bidder, the Noland Company. <br /> <br />CONTRACTOR <br /> <br />~OUNT OF BID <br /> <br />Noland Company <br />George G.
