<br /> Rev. Philip J. Parker, Pastor of Calvary Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.

<br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, minutes of the called meeting of June
<br />1986; minutes of the regular meeting of June 24, 1986, to be approved as received, and was
<br />adopted by unanimous vote.

<br />86-237(a) Election of Vice Mayor - Mayor Holley asked for nominations.
<br />
<br />Councilman Gray nominated Gloria O. Webb.

<br /> Motion of Mr. Barnes and seconded by Mrs. Lucas, to close nominations and Mrs. Webb was
<br />elected as ~Vice Mayor by the following vote:

<br />Nays: None
<br />
<br />~ice Mayor Webb will serve for a term of two years.

<br />- HIGHLAND BILTMORE NEIGHBORHOOD: Application of C. Raeford Eure, owner/
<br /> developer to vacate group housing project approved by City Council on
<br /> January 14, 1985, said project being condominium units not exceeding
<br /> 16 units per acre on the southside of Elliott Avenue between Frederick
<br /> and Deep Creek Boulevards.
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to concur in the recommendation o£ the
<br />City Manager, GHP 85-30 to be deferred to the regular meeting of August 12, 1986, and was
<br />adopted by unanimous vote.

<br /> Subdistrict Mixed Use Conditional M-K, approved on first reading at the
<br /> Public Hearing of June 24, 1986, was taken up and read.

<br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following ordinance was adopted on
<br />final reading, and the following vote:

<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted on
<br />final reading, and by the following vote:

<br />"A RESOLUTION GRANTING A SPECIAL EXCEPTION TO HUGH C. DAVIES FOR PROPERTY AT 230h
<br />HIGH STREET FOR O?F~STREET PARKING IN THE DOWNTOWN D-1 DISTRICT
<br />
<br /> WHEREAS, Hugh C. Davies has made application for the granting of a special exception-to
<br />the off-street parking requirements for property at 2309 High~: Street pursuant to §40-121 ~b)
<br />(iv) in the Downtown D-1 District; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be done
<br />in connection with said application; and
