July 9, 2019 <br /> <br /> <br /> Any child diagnosed with an SED or any adult diagnosed with an SMI/SUD and <br />receiving ongoing behavioral health service from PDBHS will be provided with a holistic <br />approach to treatment such as individual therapy, group and family sessions, case <br /> <br />management, psychiatric services, peer support and referral for medical primary care. <br /> <br /> <br /> The targeted goal for implementation is the first quarter of Fiscal Year 2020. <br /> <br />Financial Impact: <br /> <br /> <br />The Behavioral Healthcare Fund will increase by the said amount. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked that additional information be provided. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STEP-VA FUNDING IN THE AMOUNT OF $195,000 <br />FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2020 <br />BEHAVIORAL HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT <br />OF BHS TO PROVIDE AND COORDINATE OUTPATIENT SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 258 - Adoption of a resolution establishing a Committee for the purpose of <br />developing a School Funding Formula for the City of Portsmouth. <br /> <br />Background: <br /> <br /> <br /> As a part of the FY 2020 City Manager’s Budget proposal, the City Manager <br />recommended the development of a school funding formula for use beginning with the <br />FY 2021 budget process. <br /> <br /> On April 8, 2019, the City Council received a presentation on the use of school <br />funding formulas by localities in Virginia and the proposed process for developing a <br />formula, as recommended by Ms. Anne Seward of Anne Seward Consulting LLC. <br /> <br />Discussion: <br /> <br /> As a next step to facilitate the development process, a resolution has been <br />prepared establishing a joint committee of school and city representatives tasked with the <br />development of a recommended formula for Council’s consideration, adoption, and use <br />in the FY 2021 budget development process. <br /> <br /> To ensure a collaborative process, it is recommended the Committee have the <br />following representatives: <br /> One City Council member <br />o <br /> One School Board member <br />o <br /> City Manager <br />o <br /> School Superintendent <br />o <br /> City Chief Financial Officer <br />o <br /> School Chief Financial Officer <br />o <br /> City Budget Officer <br />o <br /> School Budget Officer <br />o <br /> One City Independent Education Representative <br />o <br /> One School Independent Education Representative <br />o <br /> <br /> The following Action Steps and tentative timeline have been recommended in <br />support of the Committee development process: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
