July 9, 2019 <br /> <br /> <br /> SDA is the first step in the larger model of care being implemented by DBHDS <br />called System Transformation Excellence and Performance (STEP-VA). STEP-VA was <br />developed to provide easier access to treatment; a uniform set of services across all <br />CSBs; and accountability across CSBs to work toward excellence in behavioral <br />healthcare. The next steps in STEP-VA currently underway are implementing primary <br />care screening and monitoring at all CSBs; phasing in a statewide expansion of outpatient <br />services; and planning for more comprehensive crisis services at all CSBs. <br /> <br />Discussion: <br /> <br /> On May 22, 2019, the Portsmouth Department of Behavioral Healthcare Services <br />received a notice of award from the Virginia Department of Behavioral Health and <br />Developmental Services for restricted funds specifically related to SDA. These funds will <br />provide PDBHS with tools to decrease the wait time for citizens of Portsmouth seeking to <br /> <br />access treatment and recovery services. <br /> <br />Financial Impact: <br /> <br /> <br />The Behavioral Healthcare Fund will increase by the said amount. No local match <br />is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The Finance Department will make the necessary budget adjustment. <br /> <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked that additional information be provided. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SAME DAY ACCESS FUNDING IN THE AMOUNT OF <br />$12,266.25 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2020 <br />BEHAVIORAL HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT <br />OF BHS TO DECREASE WAIT TIMES FOR TREATMENT AND RECOVERY <br />SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 257 - Adoption of an ordinance accepting STEP-VA funding in the amount of <br />$195,000 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said funds in the FY 2020 Behavioral Healthcare <br />Services Fund for use by the Department of BHS to provide and coordinate <br />outpatient services. <br /> <br />Background: <br /> <br /> A critical element of the System Transformation Excellence and Performance <br />(STEP-VA) state initiative is outpatient services for child and adult mental health and <br /> <br />substance use disorder services. <br /> <br /> Individuals with serious mental illnesses are known to be at higher risk for poor <br /> <br />physical health outcomes, largely due to unidentified chronic conditions. <br /> <br />Discussion: <br /> <br /> On May 23, 2019, the Department of Behavioral Health and Developmental <br />Services (DBHDS) notified PDBHS of an award in the amount of $195,000 in state funds <br /> <br />for STEP-VA Outpatient Services. <br /> <br /> This funding will help PDBHS staff provide outpatient services, including identifying <br />and providing care coordination to ensure access to needed services for adults with <br />serious mental illness (SMI) or substance use disorder (SUD), and for children diagnosed <br /> <br />with a serious emotional disturbance (SED). <br /> <br /> <br /> <br /> <br />
