July 9, 2019 <br /> <br />Background: <br /> <br /> The City of Portsmouth FY 2020 General Operating and Capital Improvement <br />Program Budgets were adopted on May 14, 2019. <br /> <br /> As part of this adoption, City Council appropriated for FY 2020 $55,396,045 for the <br />local share to Portsmouth Public Schools (PPS). <br /> <br />Discussion: <br /> <br /> Currently, the local share to PPS is distributed throughout the fiscal year on a <br />monthly basis. City staff prepared the FY 2020 Monthly Payment Schedule for the <br />Portsmouth Public Schools with one-twelfth of the $55,396,045 annual appropriation <br />scheduled for distribution to PPS each month. The monthly amount of $4,616,337.08 is <br />scheduled for transfer to PPS on the first day of each month beginning July 1, 2019. <br />However, PPS desires to make an adjustment to the monthly transfer for the months of <br />July and August. <br /> <br /> PPS is requesting that the first two transfer amounts for the months of July and <br />August be $6,266,337.08, and that the remaining monthly distributions be <br />$4,286,337.08. PPS is requesting this adjustment in order to provide adequate cash <br />flow to cover healthcare and risk management obligations in July and August. <br /> <br /> The transfer for July 1 of $4,616,337.08 will have taken place prior to the <br />consideration of this ordinance. This leaves a difference of $1,650,000 between the <br />adjusted request from PPS of $6,266,337.08 and the city’s scheduled payment of <br />$4,616,337.08. This additional amount will be transferred upon adoption by City Council <br />of the proposed ordinance. <br /> <br /> All unspent funds lapse at the end of the fiscal year. <br /> <br />Financial Impact: <br /> <br /> The City will transfer $3,300,000 (i.e. $1,650,000 in each of July and August) of <br />the FY 2020 local share to the Portsmouth Public Schools on an expedited basis to meet <br />PPS cash flow needs. The payments for the remaining ten months of the Fiscal Year will <br />be proportionately reduced so that the overall amount of the FY 2020 local share remains <br /> <br />the same as adopted in the Budget ordinance. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE REVISING THE MONTHLY PAYMENT SCHEDULE FOR DELIVERY OF <br />THE CITY’S LOCAL SHARE ALLOCATION OF THE FY 2020 PORTSMOUTH PUBLIC <br />SCHOOLS OPERATING BUDGET.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 256 - Adoption of an ordinance accepting Same Day Access funding in the <br />amount of $12,266.25 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2020 Behavioral <br />Healthcare Services Fund for use by the Department of BHS to decrease wait times <br />for treatment and recovery services. <br /> <br />Background: <br /> <br /> As of March 2019, all of the 39 Community Services Boards (CSBs) and the <br />Richmond Behavioral Health Authority (RBHA) have implemented Same Day Access <br />(SDA). The purpose of SDA is to provide a clinical assessment to any individual who <br />comes to a CSB during open access hours. This process greatly improves consumer <br />satisfaction and engagement, while also eradicating “no-shows” in the assessment <br />process, which saves CSB staff time. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
