July 9, 2019

Background:


As adopted by City Council, the FY 2019 Capital Improvement fund budget
contained a capital project for the construction of a new waste management building and
at adoption had appropriated $2,300,000 for that purpose.

By Ordinance 2019-13 adopted on March 12, 2019 Council appropriated and
transferred $600,000 from the Waste Management Unassigned Fund Balance to the
Waste Management Building project.

There is sufficient fund balance within the Waste Management Fund to appropriate
an additional $1,088,645.

Discussion:

The ordinance prepared for City Council consideration appropriates $1,088,645
from the Fund Balance of the Waste Management Fund to the Waste Management
Building Construction Project.

The bidding process for the new waste management building has been completed.
Five bids were received, and ranged from $2,735,000 to $3,587,801. Bids were over the
engineer’s original estimate due to market conditions, including increased cost of labor,
materials, and the number of projects underway regionally. With the adoption of this
ordinance to provide the final portion of required funding, construction of the project can
commence during FY 2020.


See the below project budget:

Waste Management Building, project budget
Revenues Expenditures
Engineering and
FY 2019 Appropriation $ 2,300,000 Design $ 223,865
Construction
March 12 Appropriation $ 600,000 Management $ 344,536
Proposed Appropriation $ 1,088,645 Construction $ 2,735,000
TOTAL $ 3,988,645 ~25% Contingency $ 685,244
TOTAL $ 3,988,645

Financial Impact:


This ordinance reduces the Waste Management Fund - Fund Balance by
$1,088,645 and increases the City’s FY 2020 CIP budget by $1,088,645.

Recommended Action:

Adoption of the ordinance.

Next Steps Following Council Action:

The Finance Department will make the necessary budget transfer.

The City will award the contract for construction of the new waste management
building.

1.
