<br />Background:
<br />
<br />
<br /> As adopted by City Council, the FY 2019 Capital Improvement fund budget
<br />contained a capital project for the construction of a new waste management building and
<br />at adoption had appropriated $2,300,000 for that purpose.
<br />
<br /> By Ordinance 2019-13 adopted on March 12, 2019 Council appropriated and
<br />transferred $600,000 from the Waste Management Unassigned Fund Balance to the
<br />Waste Management Building project.
<br />
<br /> There is sufficient fund balance within the Waste Management Fund to appropriate
<br />an additional $1,088,645.
<br />
<br />Discussion:
<br />
<br /> The ordinance prepared for City Council consideration appropriates $1,088,645
<br />from the Fund Balance of the Waste Management Fund to the Waste Management
<br />Building Construction Project.
<br />
<br /> The bidding process for the new waste management building has been completed.
<br />Five bids were received, and ranged from $2,735,000 to $3,587,801. Bids were over the
<br />engineer’s original estimate due to market conditions, including increased cost of labor,
<br />materials, and the number of projects underway regionally. With the adoption of this
<br />ordinance to provide the final portion of required funding, construction of the project can
<br />commence during FY 2020.

<br /> This ordinance reduces the Waste Management Fund - Fund Balance by
<br />$1,088,645 and increases the City’s FY 2020 CIP budget by $1,088,645.

<br />Next Steps Following Council Action:

<br /> The Finance Department will make the necessary budget transfer.
<br />
<br /> The City will award the contract for construction of the new waste management
<br />building.
