July 9, 2019 <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-19-12be approved on first reading, <br /> <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />19 - 253 - Adoption of an ordinance accepting a Public Safety Answering Point grant <br />in the amount of $3,000 from the Virginia 9-1-1 Service Board and appropriating <br />said amount to the FY 2020 Grants Fund for Emergency Communications Unit <br />training. <br /> <br />Background: <br /> <br /> The Public Safety Answering Point (PSAP) Grant is a program administered by the <br />Virginia 9-1-1 Services Board. The purpose of this program is to provide financial <br />assistance to primary PSAPs with the purchase of equipment, PSAP consolidation <br />projects, and 9-1-1/GIS educational and training opportunities that support the continuity <br />and enhancement of wireless E-911. <br /> <br />Discussion: <br /> <br /> The Police Department was awarded a grant totaling $3,000 through the PSAP <br />Grant to assist with providing training for the Emergency Communications Unit (E-911). <br /> <br /> The grant will be used to provide funding for Association of Public-Safety <br />Communications Officials (APCO) training conferences on new generation E-911 <br />technology that will provide better services to the citizens of Portsmouth. <br /> <br /> The PSAP Education Program (PEP) provides the opportunity to foster and <br />enhance consistent knowledge and awareness of current and advancing 9-1-1 and GIS <br />public safety communications standards, issues, procedures, practices, technologies and <br />other relevant matters. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the City for this grant. In <br />addition, there is no obligation from the City once the grant has ended. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment.
