July 9, 2019 Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that UP-19-12be approved on first reading, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - City Manager’s Report - 19 - 253 - Adoption of an ordinance accepting a Public Safety Answering Point grant in the amount of $3,000 from the Virginia 9-1-1 Service Board and appropriating said amount to the FY 2020 Grants Fund for Emergency Communications Unit training. Background:  The Public Safety Answering Point (PSAP) Grant is a program administered by the Virginia 9-1-1 Services Board. The purpose of this program is to provide financial assistance to primary PSAPs with the purchase of equipment, PSAP consolidation projects, and 9-1-1/GIS educational and training opportunities that support the continuity and enhancement of wireless E-911. Discussion:  The Police Department was awarded a grant totaling $3,000 through the PSAP Grant to assist with providing training for the Emergency Communications Unit (E-911).  The grant will be used to provide funding for Association of Public-Safety Communications Officials (APCO) training conferences on new generation E-911 technology that will provide better services to the citizens of Portsmouth.  The PSAP Education Program (PEP) provides the opportunity to foster and enhance consistent knowledge and awareness of current and advancing 9-1-1 and GIS public safety communications standards, issues, procedures, practices, technologies and other relevant matters. Financial Impact:  There is no cash or in-kind match requirement from the City for this grant. In addition, there is no obligation from the City once the grant has ended. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or her designee will provide grant management and oversight. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A PUBLIC SAFETY ANSWERING POINT GRANT IN THE AMOUNT OF $3,000 FROM THE VIRGINIA 9-1-1 SERVICE BOARD AND APPROPRIATING SAID SUM IN THE FY 2020 GRANTS FUND FOR EMERGENCY COMMUNICATIONS UNIT TRAINING.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 19 - 254 - Adoption of an ordinance appropriating $1,088,645 from the Waste Management Fund – Unassigned Fund Balance and transferring the said amount to the Waste Management Building Construction Project in the FY 2020 Capital Improvement Fund for the construction of a new waste management building.
