May 28, 2019 <br /> <br /> <br /> The exact location of any required easements will be determined as the plans for <br />the Project are finalized. <br /> <br />Discussion: <br /> <br /> By acting now to provide the City Manager with general authority to execute utility <br />easements for the Project, the City will avoid procedural delays as the Project approaches <br />the construction phase. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver any required easement documents. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE GRANT OF UTILITY EASEMENTS OVER CITY- <br />OWNED PROPERTY NECESSARY FOR DEVELOPMENT OF THE CHURCHLAND <br />BRIDGE REPLACEMENT PROJECT. <br /> <br /> WHEREAS, <br />the City of Portsmouth has established a Capital Improvement Fund <br />project for the replacement of the Churchland Bridge (northbound lanes); and <br /> <br />WHEREAS, <br /> as part of the project it will necessary to provide utility easements <br />across certain parcels owned by the City in the vicinity of the bridge; and <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the grant of utility easements over City- <br />owned property located in the vicinity of the Churchland Bridge in furtherance of the <br />development and performance of the Churchland Bridge Replacement Project and that <br />the City Manager is hereby authorized to execute such documents or instruments as may <br /> <br />be necessary or desirable in furtherance of the intent of this Resolution.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />19 - 198 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />19 - 199 - Items Submitted by Council Members <br /> <br /> Ms. Psimas spoke in the following events: <br /> <br />th <br /> <br />-Thanked those that organized and participated in the 135 Memorial Day <br />Parade. <br /> <br />-Rhythm Project Steel Band Ensemble free concert, 11 a.m. - 1 p.m., Saturday, <br />June 1, 2019 in the museum courtyard on the corners of High and Crawford <br />Street. <br /> <br />-Cedar Grove Cemetery Grave Marking Ceremony, 10 a.m., Saturday, June 1, <br />2019. <br /> <br />-Naval Facilities Engineering Command Job Fair, 9 a.m. - 2 p.m., Saturday, June <br />1, 2019 at the Chesapeake Conference Center. <br /> <br />-Seawall Music Festival, Friday, June 7 and Saturday, June 8, 2019 at High Street <br />Landing. <br /> <br /> <br /> <br /> <br /> <br /> <br />
