May 28, 2019 <br /> <br />th <br /> Vice Mayor Lucas-Burke informed citizens and City Council of the 8 Annual <br /> <br />Scholarship Brunch hosted by the Portsmouth Redevelopment and Housing Authority <br />which was held on Saturday, May 25, 2019 at the Elizabeth Manor Golf and Country <br />Club. <br /> <br />19 - 200 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />19 - 201 - Non-Agenda Speakers <br /> <br />1. Jack Bray, 342A Maryland Avenue, voiced his concern with the lack of customer <br />service provided by City departments. <br /> <br />2. Sergio Neal, 1560 Darren Drive, thanked Staff and City Council for making education <br />a priority. He also asked that City Council reconsider their decision to discontinue <br />the recording and broadcasting of non-agenda speakers. <br /> <br />3. Lorenzo Waters, 811 Hancock Avenue, asked that City Council reconsider their <br />decision to discontinue the recording and broadcasting of non-agenda speakers. <br /> <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council reconsider their <br />decision to discontinue the recording and broadcasting of non-agenda speakers. <br /> <br />5. Cliff Page, 465 Primrose Street, voiced his concern with what he believes is the lack <br />of historical preservation in the City. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into Closed <br />Meeting: <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation <br />with legal counsel employed or retained by the public body regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding the <br />Atlantic Union Bank Pavilion; and <br /> <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the acquisition and disposition of real property where discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding Crawford Bay. <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in the <br />meeting by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />On motion, meeting adjourned at 8:47 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br />
