38' <br /> <br />July 22, 1986 <br /> <br /> Mormon of Mr. Gray and seconded by Mr. Barnes, to adopn the <br /> Substitute motion of Mr. Gray and seconded by Mrs. Webb, to <br />Manager for further study, and to be brought back before Council <br />meeting, and was adopted by unanimous vote. <br /> 86-267 Letter from The City Manager recommending adoption of <br /> the City Code pertaining to the reduction of funeral escort service <br /> <br />ordinance. <br /> <br />defer back to the City <br />at t~e August 26, 1986 <br /> <br />an ordinance to amend <br />fees. <br /> <br /> "At the request of local funeral directors, consideration has been given to reducing <br />the present fee of $30.00 for furnishing official police esccrts for funeral processions. <br />State law authorizes localities to provide, by ordinance, for such service and for the <br />e~tablishment of a reasonable fee to defray the cost of such service. <br /> At the present time, Portsmouth is the only City in the area that presently assesses a <br />fee for the escort service. However, by assignment of on-duty policemen as compared to the <br />present system oF using off-duty officers, the amount of the fee can be substantially reduced <br />and still cover all costs associated with this service. <br /> I recommend approval of the ordinance on your agenda tonight to establish the new fee <br /> <br />of $10.00." <br /> On motion of Mr. Gray and semonded by Mrs. Lucas, the following ordinance was adopted <br />and by the following vote: <br /> M~ Corprew asked the Assistant City Attorney for the status of his voting <br />He was informed that he was allowed to vote on the ordinance. <br /> <br />on the item. <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> ~IENDING SECTION 23-16.1 PERTAINING TO ESCORT SERVICES FOR FUNERAL PROCESSIONS." <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br /> Nays: None <br /> 86-268 Letter from the City Manager recommending adoption of a resolution authorizing <br />the sale of a small pracel of land on Melvin Drive To Mr. Earl W. Stewart, Jr. at a cost <br />of $1,200. <br /> 'As required by the law the City has advertised for sale a small parcel of property <br />adiacent to the Public Utilities Pumping Station on Melvin Drive. The Director of Public <br /> <br />Utilities indicates that the sale of this property would not adversely affect the operations <br />of the pumping station. <br /> <br /> Bids have been received From the following individuals: <br /> <br /> Names Amount Use <br />Earl W. Stewart, Jr. $1,200.00 Addition to residential <br />John Hope $2,510.00 Boat Dock <br /> <br /> The City Attorney has advised that the bid of Mr. Hope is not <br />advertised bid requirements pertaining to R-75-S zoning and use as <br /> <br /> The bid advertisement reserved the right to the City to accep~ <br />result in the best price and mse of the property. <br /> <br /> I recommend approval of <br />authorizing the City Manager <br /> <br /> On motion of Mr. Barnes <br />and by the following vote: <br /> <br />dwellir <br /> <br />in compliance with the <br />a separate building site. <br /> <br />the offer which would <br /> <br /> the resolution accepting the bid of Mr. Earl Stewart and <br /> to convey the subject property." <br /> <br /> and seconded by Mrs. Lucas, the following resolution was <br /> <br /> "A RESOLUTION ACCEPTING THE BID OF EARL W. STEWART, JR. AND SUSAN STEWAR2 TO <br /> PURCHASE CITY-OWNED PROPERTY ON (MELVIN DRIVE); AUTHORIZING THE CITY MANAGER <br /> TO CONVEY. <br /> WHEREAS, the City owns certain hereinafter described real property which is no longer <br />required For public purposes, and is, hereby, declared to be excess property; and <br /> WHEREAS, pursuant to the requirements of Section 2.09 of the Charter of the City of <br />Portsmouth, Virginia, said property has been advertised for sale; and <br /> WHEREAS, Early W. Stewart, Jr. and Susan Stewart have submitted a bid to purchase <br />said property for the sum of $1,200.00 for the purpose of constructing an addition to their <br />residential structure at 904 Melvin Drive; and <br /> WHEREAS, said bid and the proposed use of the property comply in all respects to the <br />requirements of the advertisement for sale; and <br /> WHEREAS, the City Assessor has appraised the value of said property at $1,000.00; and <br /> WHEREAS, the Council of the City of Portsmouth deems it to be in the best interest oF <br /> the City to convey said property for the use and purpose herein stated. <br /> <br />adoptec <br /> <br /> <br />
