385 July 22~ 1986 NOW, THEREFORE, be it resolved by the Council of the City of Portsmouth, Virginia, that the bid of Earl W. Stewart, Jr. and Susan Stewart to purchase city-owned property on Melvin Drive for the sum of $1,200.00 be, and the same hereby is, accepted. Said property is more particularly described as follows: All the certain, piece or parcel of lands situate, lying and being in the City of Portsmouth, Virginia, bounded and described as follows: Beginning at a point which is the intersection of the line dividing lots 79 and 80 aS shown on that certain plat entitled "Replat of Lots 17-18 and 79 thru 83, Section 1 and Lots 84 thru 97 Section 2 Pine Acres, Portsmouth, Virginia, ~e~r~eJ in the Clerk's Office of the Circuit Court of Chesapeake, Virginia in Map Book 39 Page 95", and the western boundary line of Melvin Drive as shown on said plat; thence N63O 11' 00' west 245.91 feet to a point on the bank of the Western Branch of t~eeElizabeth River; thence along said bank of the river NS9° 43' 03" east 16.89 feet to a point; then S59© 45' i6" east 237.16 feet to the point Of ?b~ginning on the Western Boundary of Melvin Drive. BE IT FURTHER RESOLVED that the City Manager be, an hereby is, authorized to sign such deeds, contracts or other documents aamay be necessary to complete this transaction." Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley Nays: None 86-269 - Letter from the City Manager recommending adoption of a resolution authorizing conveyance of 36 parcels of City-owned property between Third Street and the Elizabeth River in ~he Southside IV Redevelopment Project area to PRHA. "The City presently owns 36 parcels of land in the Southside IV Redevelopment Project are betwe'en Third Street and the Elizabeth River. This property is within the area which has been designated as the residential component of the Southside IV Redevelopment Project and the Porl Centre Project. In order to properly market and develop the area in accordance with the redevelopment pl~ previougly adopted, the City-owned property should be combined with the property presently owned by Portsmouth Redevelopment &.Housing Authority. All proceeds from the sale of the City propertyland the property presently owned by PRHA will become revenue for the Community Develo ment account pursuant to the terms of the agreement between the City and PRHA. I recommend approval of the resolution authorizing conveyance of thi's~City=owned property. On motion of Mrs. Lucas and seconded by Mrs. Webb, the following resolution was adopted and by the following vote: ' "A RESOLUTIONiAUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO PORTSMOUTH REDEVELOPMENT & HOUSING AUTHORITY (SOUTHSIDE IV REDEVELOPMENT PROJECT). WHEREAS, the City owns certain hereinafter-described real property within the Southside IV Redevelopment Project, which propert-y has been designated for residential development pur~- poses in accOrdance with the plan approved for Southside IV Redevelopment Project; and WHEREAS, Portsmouth Redevelopment & Housing Authority has been designated as the agent fo the City for the purpose of marketing and development of said property within the redevel0p~ ment area; and WHEREAS, the hereinafter-described property will be consolidated with property owned by Portsmouth Redevelopment & Housing Authority for the purpose of marketing and development in accordance with said Southside IV Redevelopment Project; and WHEREAS, the proceeds of the sale of the hereinafter-described property and the property presently owned by Portsmouth Redevelopment & Housing Authority will be deposited in the Com- munity Development account pursuant to the terms of an agreement between the City of Portsmout and Portsmouth Redevelopment & Housing Authority; and WHEREAS, pursuant to the terms of Section 2.09 (c) of the Charter of the City of Ports- mouth, Virginia, real property may be conveyed to the Commonwealth of Virginia or a political subdivision thereof without advertisement and receipt of bids; and WHEREAS, Portsmouth Redevelopment & Housing Authority is a political subdivision of the Commonwealth of Virginia.
