July 22, 1986 <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Simpson, The following ordinance was approved <br />on first reading; award of contract to Roof-Tech, Inc., and was adopted by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $76,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br /> REPLACEMENT OF THE VEHICLE SERVICE CENTER ROOF." <br /> <br /> 86-261 r~ Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$248,70% in State Grant funds to expand the Community Services Board's Mental Health and <br />Retardation Programs. <br /> <br /> "Fha Executive Director of the Community Services Ba6rd has informed me that the Board <br />will be receiving additional non-local revenue ~n the amount of $248,702 this fiscal year. <br />This additional revenue will allow expansion mn the Board's mental health and mental retardat] <br />services. <br /> <br /> This funding continues our efforts to broaden the Co,mmunity Servmces Board's ability to <br />effectively meet the needs of our citizens. The consessionaire's proposal would raxse <br />rates to the same level charged at Norfolk's reservoirs in Suffolk. <br /> <br /> After review of financial data presented by the consessionaire, the City's Director <br />of Public Utilities has recommended the rate increase with two exceptions Portsmouth <br />residents and senior citizens would receive a twenty percent (20%) discount. This discount <br />would be unique within the region and would encourage recreational use of the lakes by <br />Portsmouth residents. Attached is a comparison between the current and proposed rates. <br /> <br />I, therefore, concur with staff's proposal and would recommend City Council's approval." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN CRDINANCE ESTABLISHING CERTAIN FEES FOR FISHING PERMITS AND BOAT RENTAL COST AT <br />THE CITY-O}~NED WATERSHED IN SUFFOLK." <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br /> Nays: None <br /> <br /> 86-263 Lettew-Ufrom the City Manager recommending adoption of an ordinance to close the <br />northern and southern 10 feet of the Elliott Avenue right-of-way and authorizing conveyance <br />of such closed portion of the right-of-way to adjoinin~ property owners. <br /> 'The present right-of-way of Elliott Avenue as acquired by the City at the ~ime of the <br />street construction is 100 feet. Certain adjoining proFerty owners have partitioned to close <br />the northern and southern 20 feet of this right-of-way between Frederick Boulevard and Deep <br />Creek Boulevard. <br /> The viewers have recommended approval of the application. The Planning Commission has <br />recommend closure of only the northern and southern 10 feet of this right-of-way hereby <br />retaining an 80 foot street right-of-way. <br /> When this street was constructed the City acquired all of t~e Fight-of-way in fee simple <br />ownership. Therefore, pursuant to state law the portion of the street to be closed may be so[ <br />to the abutting land owners. The City Assessor has placed a value on each or'the parcels <br />based on the various zoning classifications as presently established. <br /> I recommend adoption of the ordinance approving the closure of the northern and southern <br /> 10 feet of the Elliott Avenue right-of-way and authorizing conveyance of such closed portion <br /> of the right-of-way to adjoining property owners." <br /> <br /> <br />
