895

July 22~ 1986

86-276 Letter from the City Manager recommending adoption of a motion approving the
revised landscape plan for Court Street Baptist Church.

"On December 10, 1985, City Council authorized the conveyance of property on London
Boulevard to the trustees of Court Street Baptist Church contingent upon the approved land-
scaping plan being implemented [see attached transmittal letter and landscape plan).

Reverend L. Wilbur Kersey has requested that City Council authorize a change to the
originally proposed landscape plan. The primary reason for the change is to expand the
existing parking lot from 16 to 24 spaces. According to Reverend Kersey, because of the
construction of Olde Towne Commons the number of publicly owned parking spaces had be~n
reduced in the vicinity of the church and daT school. Reverend Kersey has proffered the
construction of a brick sidewalk on LonJon Boulevard, landscaping of the site and river rock
asphalt for the expanded parking lot (proffer and landscaping plan attached), if the City
would accept the revised plan.

The Portsmouth Redevelopment and
until City Council and the C.A.R. has
Tuesday, July 22, 1986 and results of
meeting.

Housing Authority has postponed conveyance of the property
acted upon the revised plan. The C.A.R. meets on
their action should be available by the start of your

City staff has spent a considerable amount of time working with Reverend Kersey and church
trustees and I am pleased that the church has agreed to participate in the City's sidewall
improvement program (S0-S0). I, therefore, recommend Council's approval of the revise~ land-
scape plan."

Motion of Mrs. Luaas and seaonded by Mr. Barnes, to approved the revised landscape
plan for Court Street Baptist Church, as recommended, and was adopted by unanimous vote.

86-277 On motion of Mr. Gray and seconded by Mrs. Webb, the.following ordinance was
adopted on first and final reading, and by the following vote:

"AN ORDINANCE DECLARING THAT A POTENTIAL SHORTAGE OF WATER EXISTS IN THE CITY OF
PORTSMOUTH'S WATER SYSTEM AND AUTHORIZING THE CITY MANAGER TO TAKE SPECIAL
MEASURES OF PRUDENT MANAGEMENT TO PREVENT A CRUCIAL WATER SHORTAGE FOR THE
PRESERVATION OF PUBLIC HEALTH, SAFETY AND WELFARE."
Ayes: Barnes,_Cqmprew, GrB~, Lucas, Simpson, Webb, Holley
Nays: None
NEW BUSINESS---
86-278 Councilman Corprew offered the following nominations for appointments to the
following Boards/Commissions:

Eemetery Trustees

J.
