The Pcrtsmouth Emergency Medical <br />Services Advisory Commission has had an opportunity to review zhat report. Attached is a <br />letter from Charles W. Smith, Chairman of PEMSAC, requesting the City Council to consider <br />adding a third ambulance, at least during peak periods. <br /> I am reluctant to recommend to you that a third ambulance be added at ~this time, partly <br />because of the cost involved, but mainly because the report shows that the City provides a <br />high quality emergency service comparable to that provided in other Hampton Roads communities <br />and comes very close to meeting stringent national standards regarding response times for <br />cardiac patients. While there is always room for improvement, I believe that we already <br />provide first rate service. <br /> However, in view of the PEMSAC's request, I recommend that we continue to monitor the <br /> ambulance service to ensure that our high level of care continues. Harris, Director of the Department of <br />Criminal Justice Services, of a grant award of $39,665 to continue the Victim/Witness program <br />for a second year. <br /> The program provides services to victims and witnesses in both the Circuit Court and <br />the Juvenile and Domestic Relations Court. Services include an information/notification <br />system, traffsportation, emergency assistance, counseling, victim compensation, and public <br />education. <br /> During the second year, the program will feature crisis intervention and counseling <br />services on a 24-hour basis and compensation for forensic medical examinations to the <br />extent that the costs are not otherwise reimbused by a third party. <br /> Of the total grant award of $39,665, the sum of $29,750 represents federal funds and <br />$9,915 state funds. The project is renewable for two additional years and no local match is <br />required. I recommend your support to continue the Victim/Witness program for a second <br />year and the transfer of $39,665 form the Grants Contingency Account to fund the program." <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, that authorization be granted to transfer <br /> $39,665 to the Grant Contingency Fund to continue the Victim/Witness Program, and was adopted <br /> by unanimous vote. <br /> <br /> <br />
