May 14, 2019 <br /> <br />City Operating Budget <br /> <br /> <br />The Ordinances necessary to adopt the Fiscal Year 2020 Operating Budget are <br /> <br />attached to this report for City Council action as follows: <br />a) Adoption of an ordinance to amend and re-enact ordinance No. 2018-30 to impose <br />and levy taxes for the Fiscal Year 2020, on real estate, tangible personal property, <br />privately-owned pleasure boats, privately-owned camping trailers and motor homes, and <br />machinery and tools within the City of Portsmouth, Virginia, for the purpose of raising <br />revenue for the support of governmental operations and the public free schools and to <br />pay principal and interest on the public debt. The ordinance re-ordains the current tax on <br />real estate and public service corporations at $1.30 on each $100.00 assessed valuation. <br />b) Adoption of an ordinance to amend and re-ordain article V (Cigarette Tax) of <br />chapter 35 of the Code of the City of Portsmouth, Virginia (2006), as amended (taxation), <br />by amending Section 35-272 to increase the Cigarette Tax by 2.5 mills per cigarette. <br />c) Adoption of an ordinance to amend and reordain article X (Transient Rental Tax) <br />of chapter 35 of the Code of the City of Portsmouth, Virginia (2006) (Taxation), by <br />amending Section 35-441 and 35-442 to increase the Transient Rental Tax and delete an <br />obsolete code reference. <br />d) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase monthly stormwater utility fees as authorized by <br />Section 31.2-26 of said Code. <br />e) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to decrease the monthly service charge for the collection and <br />disposal of trash and garbage as authorized by Section 16-64 of said Code. <br />f) Adoption of an ordinance approving the Fiscal Year 2020-2024 Capital <br />Improvement Program and appropriating $33,258,355 in the Fiscal Year 2020 Capital <br />Improvement Fund; $38,500,000 in the Fiscal Year 2020 Public Utilities Capital <br />Improvement Fund, and $100,000 in the Fiscal Year 2020 Parking Authority Capital <br />Improvement Fund. <br />g) Adoption of an ordinance approving the Fiscal Year 2020 Operating Budget for the <br />Portsmouth Public School System in the amount of $199,605,957 and appropriating the <br />necessary funds to implement said budget for the Fiscal Year 2020. <br />h) Adoption of a resolution approving the Community Planning and Development 5- <br />Year Consolidated Plan (CP) for Federal Fiscal Years 2019 to 2023 and the Federal <br />Fiscal Year 2019 (City Program Year 2020) Annual Action Plan of the City of Portsmouth, <br />Virginia, and authorizing the City Manager to file documents required to obtain the City’s <br />Community Planning and Development grant entitlements. <br />i) Adoption of an ordinance adopting the Fiscal Year 2020 Classification and Pay <br />Plan for the employees of the City of Portsmouth, Virginia. <br />j) Adoption of an ordinance to appropriate $452,033,481 for the operation of <br />city government during the fiscal year beginning July 1, 2019. <br /> <br />Capital Improvement Program <br /> <br /> <br />For Fiscal Year 2020, upon adoption by Council, the funding is authorized by <br /> <br />appropriation. <br /> <br /> <br />Fiscal Years 2021-2024 of the Capital Improvement Program are approved for <br /> <br />long-term planning purposes but not appropriated. <br /> <br /> <br />The Ordinance necessary to adopt the Fiscal Year 2020-2024 Capital <br />Improvement Program is attached to this report for City Council action as item (f) identified <br /> <br />above. <br /> <br />Portsmouth Public Schools <br /> <br /> <br />The Ordinance necessary to adopt the Fiscal Year 2020 Portsmouth Public <br />Schools Budget is attached to this report for City Council action as item (g) identified <br /> <br />above. <br /> <br />Financial Impact: <br /> <br /> <br />City Operating Budget--By Virginia law, the operating budget must be in balance, <br />with estimated revenues and other funding sources equaling appropriations. The <br />Proposed Operating Budget for Fiscal Year 2020 complies with this law. <br /> <br /> <br /> <br /> <br />
