May 14, 2019 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 14, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Councilman Paul J. Battle opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of April 22, 2019, of a Called Meeting of April 23, 2019, of a Regular <br />Meeting of April 23, 2019, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />19 - 181 - Adoption of ordinances and resolution to appropriate the total sum of <br />$723,497,793 for the operation of the City Government for Fiscal Year 2020 for the <br />following areas: City Operating Budget -- $452,033,481; Capital Improvement Fund <br />$33,258,355; Public Utilities Capital Improvement Fund -- $38,500,000; Parking <br />Authority Capital Improvement Fund -- $100,000; and Portsmouth Public Schools <br />Operating Budget -- $199,605,957. <br /> <br />Background: <br /> <br /> On March 25, 2019, the City Manager presented the proposed Fiscal Year 2020 <br />Operating Budget and Capital Improvement Program (CIP) Budget to City Council to <br />include Portsmouth Public Schools. <br /> <br /> The proposed Capital Improvement Program (CIP) for Fiscal Years 2020 – 2024 <br />and the funding for year one appropriating the necessary funds in the Capital <br />Improvement Fund and the Public Utility Capital Improvement Fund. <br /> <br /> The budget was discussed in City Council work sessions during March and April <br />and public hearings were held on April 9, and April 23, 2019. The attached ordinances <br />are required for adoption of the Fiscal Year 2020 Operating and CIP budget. <br /> <br /> Community Planning and Development - For each of the five years covered by the <br />adopted Consolidated Plan (CP), Federal Fiscal Year 2015 to Federal Fiscal Year 2020, <br />the city prepares an Annual Action Plan detailing how the resources made available will <br />be used to implement the goals outlined in the Five-Year CP. This is the fifth year of the <br />five-year plan cycle. The city of Portsmouth will receive funds through the Community <br />Development Block Grant Program (CDBG) and HOME Investment Partnerships <br />Program (HOME). The financial resources the city expects to have available during the <br />city’s Fiscal Year 2020 program (July 1, 2019, through June 30, 2020) include a CDBG <br />entitlement grant of $1,572,154 and program income of $44,880 (total $1,617,034). The <br />city expects to have available a HOME entitlement grants of $421,788 and program <br />income of $18,000 (total $439,788). Public hearings were held on April 9 and 23, 2019 <br />for these programs. <br /> <br />Discussion: <br />By Virginia law, the budget must be in balance, with estimated revenues and other funding <br />sources equaling appropriations.
