May 14, 2019 <br /> <br /> <br /> <br />Community Planning and Development--Funds will be available for priorities <br />established by the 5-Year Consolidated Plan and in agreement with the statutory <br />purposes of the CDBG and HOME programs. There is no matching fund requirement for <br />CDBG funds. HOME funds require a match contribution of not less than 25% of the HOME <br />funds drawn. <br /> <br /> <br />Capital Improvement Program -- The sums of $33,258,355 in the Capital <br />Improvement Fund, $38,500,000 in the Public Utilities Capital Improvement Fund, and <br />$100,000 in the Parking Authority Capital Improvement Fund are appropriated for <br />expenditures in the following categories and amounts. <br /> <br />Drainage and Street Improvements $10,505,175 <br />Education $1,800,000 <br />Leisure Services $1,103,180 <br />Industrial and Economic Development $375,000 <br />Municipal Facilities $17,475,000 <br />Fleet Management $2,000,000 <br />Capital Improvement Fund Total $33,258,355 <br /> <br />Water $31,250,000 <br />Sewer $7,250,000 <br />Public Utilities Capital Improvement Fund <br />Total $38,500,000 <br /> <br />Parking Facilities $100,000 <br />Parking Authority Capital Improvement Fund <br />Total $100,000 <br /> <br /> <br /> <br />Portsmouth Public Schools -- The local contribution to the Portsmouth Public <br />School Board shall be $55,396,045, made in equal monthly transfers. This includes an <br />increase of $2.6 million FY 2019 to meet the request of Portsmouth Public Schools to <br />cover the 3% raises for teacher and employees of the school system. <br /> <br />Recommended Action: <br /> <br /> <br />Adoption of the attached ordinances and resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br />The City Manager has ultimate responsibility and authority for the implementation <br />of the Annual Operating Budget and the Capital Improvement Plan. The Chief Financial <br />Officer has day-to-day responsibility for ensuring the budget is spent as appropriated by <br />the City Council. <br /> <br /> <br />The city will transfer on a monthly basis in equal amounts the annual appropriation <br />to the Portsmouth Public Schools. <br /> <br /> <br />The Annual Action Plan will be submitted to HUD by May 15, 2019.
