March 26, 2019 <br /> <br />Background: <br /> <br /> The Office of Behavioral Health Wellness has continued to explore and identify <br />effective approaches to respond to the Opioid Epidemic. In order to positively impact this <br />epidemic, the Office of Behavioral Health Wellness (OBHW) acknowledges that an <br />effective holistic wellness approach must include effective research-based strategies to <br />address opioid misuse. <br /> <br />Discussion: <br /> <br /> On March 4, 2019, the City of Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) received a notice of award from the Office of Behavioral Health <br />Wellness (OBHW) for funding to continue to positively impact the opioid epidemic. This <br />strategic approach will allow PDBHS the opportunity to build upon strategies identified by <br />the Partnership for Success (PFS) Evidence Based Work Group (EBWG) in 2017. <br /> <br /> These funds will be utilized to expand upon the VA OPT-R Recovery Funds for <br />individuals experiencing the impact of a diagnosis of Opioid Use Disorder (OUD) during <br />FY 2019. <br /> <br /> The breakdown for the use of the funding granted to Portsmouth BHS is as follows: <br /> $13,583.00 will be allocated for providing the most effective research-based <br />o <br />strategies to address opioid misuse. <br /> $1,417.00 will be allocated for the SOR Performance Based Prevention System <br />o <br />license. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. No local match is required as a condition <br />of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN OPIOID RESPONSE (SOR) PREVENTION AWARD IN <br />THE AMOUNT OF $15,000 FROM THE VIRGINIA OFFICE OF BEHAVIORAL HEALTH <br />WELLNESS AND APPROPRIATING SAID FUNDS IN THE FY 2019 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT OF BHS TO <br />ADDRESS OPIOID MISUSE.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 119 - Adoption of an ordinance to amend Ordinance 2018-95 to rescind the <br />appropriation of $126,908 from the FY 2019 Portsmouth Public Schools Grant Fund. <br /> <br />Background: <br /> <br /> As provided by Section 22.1-100 of the Virginia Code and the annual City Council <br />ordinances appropriating funds to the Portsmouth Public School System (PPS), all <br />unspent school appropriations lapse at the end of the fiscal year. <br /> <br /> After the close of each Fiscal Year, PPS makes a preliminary estimate of the <br />amount of funding that was unspent and, if it believes it still needs the funding, sends a <br />request to City Council to reappropriate the funding. <br /> <br /> Because the requests for reappropriation are submitted prior to completion of the <br />PPS Comprehensive Annual Financial Report (CAFR) for the Fiscal Year, the estimates <br />underlying the reappropriation requests may be inconsistent with the final CAFR. <br /> <br />Discussion: <br /> <br /> The PPS Grants Fund consists primarily of grant funding from the Commonwealth <br />of Virginia <br /> <br /> <br /> <br /> <br /> <br />
