March 26, 2019 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 117 - Adoption of an ordinance accepting funds from the Port Norfolk, Wilson <br />Ward and Shea Terrace Civic Leagues in the amount of $3,088.75 and appropriating <br />said amount in the FY 2019 General Fund for use by the Department of Parks, <br />Recreation and Leisure Services for the Neighborhood Incentive Grant Program. <br /> <br />Background: <br /> <br /> The City of Portsmouth gave Neighborhood Incentive Grants of up to $5,000 to <br />non-profit organizations. <br /> <br /> The Grants require a 25% match from the non-profit. <br /> <br /> Three of the grant applications from civic leagues were submitted for projects on <br />City parks and or lands. <br /> <br /> After consultation with the City Attorney’s Office it was determined that the most <br />efficient way to accomplish the projects would be for the City to manage the projects and <br />for the Civic League to turn the cash match over to the City to be appropriated into the <br />Parks, Recreation & Tourism operating budget. <br /> <br />Discussion: <br /> <br /> Port Norfolk Civic League applied for funds to install two additional pieces of <br />playground equipment at Fountain Park. Total project cost is $4,193.75 and the Civic <br />League match is $838.75. <br /> <br /> Wilson Ward Civic League applied for funds to add benches, pavers, and <br />landscaping to the park at 2715 Bagley St. Total project cost $5,000 and the Civic League <br />Match is $1,000. <br /> <br /> Shea Terrace Civic League applied for funds to install outdoor electrical outlets <br />and tree lights at Scotts Creek Park. Total project cost $6,250 and the Civic League match <br />is $1,250. <br /> <br /> The proposed ordinance appropriates the Civic League matching funds into the <br />General Fund so that the Department of Parks, Recreation & Tourism can complete the <br />grant projects. <br /> <br />Financial Impact: <br /> <br /> <br /> The funds for the grant have been appropriated. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustment. The <br />Parks, Recreation & Tourism Department will complete the Neighborhood Incentive Grant <br />projects for Wilson Ward, Port Norfolk, and Shea Terrace Civic Leagues. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDS FROM THE PORT NORFOLK, WILSON WARD <br />AND SHEA TERRACE CIVIC LEAGUES IN THE AMOUNT OF $3,088.75 AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2019 GENERAL FUND FOR USE BY <br />THE DEPARTMENT OF PARKS, RECREATION AND LEISURE SERVICES FOR THE <br />NEIGHBORHOOD INCENTIVE GRANT PROGRAM.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 118 - Adoption of an ordinance accepting an Opioid Response (SOR) <br />Prevention award in the amount of $15,000 from the Virginia Office of Behavioral <br />Health Wellness and appropriating said funds in the FY 2019 Behavioral Healthcare <br />Services Fund for use by the Department of BHS to address opioid misuse. <br /> <br /> <br /> <br /> <br /> <br />
