March 12, 2019 <br /> <br /> <br /> The Resolution also provides that members of City Council, the School Board, and <br />the City, PPS and PRHA shall serve as liaisons to the Committee, as deemed appropriate <br />by the City Manager and by Council, the School Board and PRHA. <br /> <br />Financial Impact: <br /> <br /> <br /> By encouraging participation in the 2020 Census, the Committee will have a major <br />impact on the future financial well-being of the City of Portsmouth. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will appoint members to the Census Complete Count <br />Committee. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following resolution, <br />and was adopted by the following vote: <br /> <br />“RESOLUTION CREATING A CENSUS 2020 COMPLETE COUNT COMMITTEE FOR <br />THE PURPOSE OF INCREASING COMMUNITY AWARENESS OF, AND <br />PARTICIPATION IN, THE 2020 CENSUS. <br /> <br />WHEREAS, <br /> the U.S. Census Bureau is required to conduct a census every ten <br />years; and <br /> <br />WHEREAS, <br /> the census is used to determine allocation of representation within the <br />federal and state governments; and <br /> <br />WHEREAS, <br /> the census is used to determine apportionment of funding under <br />numerous federal programs; and <br /> <br />WHEREAS, <br /> it is therefore essential to ensure that all residents of Portsmouth are <br />counted in the 2020 census; and <br /> <br /> WHEREAS, <br />for this purpose it is desirable to establish a committee to be known <br />as the “Portsmouth Census 2020 Complete Count Committee”; and <br /> <br />WHEREAS, <br /> the Committee shall be appointed by the City Manager with the advice <br />of City Council, and shall consist of up to twenty-five private citizens who live or work in <br />Portsmouth; and <br /> <br />WHEREAS, <br /> to the extent feasible the Committee shall include representatives of <br />groups uniquely positioned to further the goal of a complete count, including without <br />limitation educational groups, business groups, religious groups, social services groups, <br />community organizations and media groups; and <br /> <br />WHEREAS, <br /> members of City Council and the School Board, and City, PPS, and <br />PRHA staff, shall not be appointed as Committee members, but shall serve as liaisons as <br />deemed appropriate by the City Manager and by the City Council, the School Board, the <br />Superintendent of Schools, and PRHA, as applicable; and <br /> <br />WHEREAS, <br /> the Committee shall be a working committee charged with <br />undertaking outreach programs to further the goal of a complete count; and <br /> <br />WHEREAS, <br /> the City Manager is authorized to provide such funding as she deems <br />appropriate in her sole discretion in furtherance of the activities of the Committee; and <br /> <br />WHEREAS, <br /> the Committee shall terminate upon the completion of the data <br />gathering portion of the 2020 census or December 31, 2020, whichever comes first. <br /> <br /> <br /> <br /> <br /> <br />
