March 12, 2019  The Resolution also provides that members of City Council, the School Board, and the City, PPS and PRHA shall serve as liaisons to the Committee, as deemed appropriate by the City Manager and by Council, the School Board and PRHA. Financial Impact:  By encouraging participation in the 2020 Census, the Committee will have a major impact on the future financial well-being of the City of Portsmouth. Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION CREATING A CENSUS 2020 COMPLETE COUNT COMMITTEE FOR THE PURPOSE OF INCREASING COMMUNITY AWARENESS OF, AND PARTICIPATION IN, THE 2020 CENSUS. WHEREAS, the U.S. Census Bureau is required to conduct a census every ten years; and WHEREAS, the census is used to determine allocation of representation within the federal and state governments; and WHEREAS, the census is used to determine apportionment of funding under numerous federal programs; and WHEREAS, it is therefore essential to ensure that all residents of Portsmouth are counted in the 2020 census; and WHEREAS, for this purpose it is desirable to establish a committee to be known as the “Portsmouth Census 2020 Complete Count Committee”; and WHEREAS, the Committee shall be appointed by the City Manager with the advice of City Council, and shall consist of up to twenty-five private citizens who live or work in Portsmouth; and WHEREAS, to the extent feasible the Committee shall include representatives of groups uniquely positioned to further the goal of a complete count, including without limitation educational groups, business groups, religious groups, social services groups, community organizations and media groups; and WHEREAS, members of City Council and the School Board, and City, PPS, and PRHA staff, shall not be appointed as Committee members, but shall serve as liaisons as deemed appropriate by the City Manager and by the City Council, the School Board, the Superintendent of Schools, and PRHA, as applicable; and WHEREAS, the Committee shall be a working committee charged with undertaking outreach programs to further the goal of a complete count; and WHEREAS, the City Manager is authorized to provide such funding as she deems appropriate in her sole discretion in furtherance of the activities of the Committee; and WHEREAS, the Committee shall terminate upon the completion of the data gathering portion of the 2020 census or December 31, 2020, whichever comes first.
