March 12, 2019 <br /> <br />Discussion: <br /> <br /> Staff has completed preliminary building layout and project estimates of the cost <br />to retrofit 206 High Street for occupancy by the PPD. <br /> <br /> The HazMat Program Project in the FY 2019 Capital Improvement Fund Budget <br />has $400,000 in available funding that will not be needed for the Haz-Mat Program this <br />Fiscal Year and can be transferred for the retrofit of 206 High Street. <br /> <br /> <br /> The Ordinance presented for City Council consideration transfers the $400,000 <br />from the HazMat Program Project to the Renovations to Various Buildings Project. <br /> <br /> The Renovations to Various Buildings Project budget will be used to cover the <br />costs of preparing 206 High Street and moving the affected employees. <br /> <br />Financial Impact: <br /> <br /> The amount of $400,000 will be re-appropriated from the HazMat Program <br />Project (Project #16719) for the Renovations to Various Buildings Project (#17219). <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER AND RE-APPROPRIATE THE SUM OF $400,000 <br />FROM THE HAZMAT PROGRAM PROJECT IN THE FY 2019 CAPITAL <br />IMPROVEMENT FUND BUDGET TO THE RENOVATIONS TO VARIOUS BUILDINGS <br />PROJECT IN THE FY 2019 CAPITAL IMPROVEMENT FUND BUDGET FOR THE <br />PURPOSE OF RELOCATING CERTAIN PORTSMOUTH POLICE DEPARTMENT <br />OFFICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 100 - Adoption of a resolution creating a Census 2020 Complete Count <br />Committee for the purpose of increasing community awareness of, and <br />participation in, the 2020 census. <br /> <br />Background: <br /> <br /> <br /> The U.S. Census Bureau conducts a nationwide census every 10 years. <br /> <br /> The next census is in 2020. <br /> <br /> Census data is used to determine the allocation of representation in government <br />and the apportionment of federal and state funding. <br /> <br /> For these reasons, it is crucially important that every resident of Portsmouth be <br />counted in the 2020 census. <br /> <br />Discussion: <br /> <br /> To ensure that as many citizens as possible participate in the census, many <br />localities establish “Census Complete Count Committees”. <br /> <br /> Census Complete Count Committees generally consist of representatives of local <br />groups uniquely positioned to publicize the importance of participating in the census, such <br />as educational, business, religious, social services, community and media groups. <br /> <br /> The proposed Resolution establishes a Census Complete Count Committee and <br />authorizes the City Manager to appoint up to 25 individuals who live or work in Portsmouth <br />to serve on the committee. <br /> <br /> <br /> <br /> <br /> <br />
