March 12, 2019 <br /> <br />19 - 98 - Adoption of an ordinance appropriating $600,000 from the Waste <br />Management Fund – Unassigned Fund Balance and transferring the said $600,000 <br />to the Waste Management Building Construction Project in the FY 2019 Capital <br />Improvement Fund for the construction of a new waste management building. <br /> <br />Background: <br /> <br /> <br /> In the FY 2018 Capital Improvement Fund Budget City Council established a <br />project for the construction of a new waste management building and appropriated <br />$1,300,000 for that purpose. <br /> <br /> By Ordinance 2019-11 adopted on February 26, 2019 Council changed the source <br />of funding for the $1,300,000 from bond financing to Fund Balance from the Waste <br />Management Fund. <br /> <br /> There is sufficient remaining fund balance within the Waste Management Fund to <br />appropriate an additional $600,000 to the project. <br /> <br />Discussion: <br /> <br /> The ordinance prepared for City Council consideration appropriates $600,000 from <br />the Fund Balance of the Waste Management Fund to the Waste Management Building <br />Construction Project. <br /> <br /> Design for the new waste management building has been completed. With the <br />adoption of this ordinance to provide the final portion of required funding, the project can <br />be bid and construction commenced during FY 2019. <br /> <br />Financial Impact: <br /> <br /> <br /> This ordinance reduces the Waste Management Fund - Fund Balance by $600,000 <br />and increases the City’s FY 2019 CIP budget by $600,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> The City will solicit bids for construction of the new waste management building. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $600,000 FROM THE WASTE MANAGEMENT <br />FUND – UNASSIGNED FUND BALANCE AND TRANSFERRING THE SAID $600,000 <br />TO THE WASTE MANAGEMENT BUILDING CONSTRUCTION PROJECT IN THE FY <br />2019 CAPITAL IMPROVEMENT FUND FOR THE CONSTRUCTION OF A NEW <br />WASTE MANAGEMENT BUILDING.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Battle <br /> <br />19 - 99 - Adoption of an ordinance to transfer and re-appropriate the sum of <br />$400,000 from the HazMat Program Project in the FY 2019 Capital Improvement <br />Fund Budget to the Renovations to Various Buildings Project in the FY 2019 Capital <br />Improvement Fund Budget for the purpose of relocating certain Portsmouth Police <br />Department offices. <br /> <br />Background: <br /> <br /> <br /> It is necessary to relocate certain offices of the Portsmouth Police Department <br />from 801 Water Street. <br /> <br /> It is anticipated that the offices ultimately will be relocated to a new public safety <br />building to be constructed on a portion of the Willett Hall property. <br /> <br /> In the interim, staff has recommended that the offices be temporarily relocated <br />to 206 High Street (the recently acquired Virginia Sports Hall of Fame building). <br /> <br /> <br /> <br /> <br />
