March 12, 2019 19 - 98 - Adoption of an ordinance appropriating $600,000 from the Waste Management Fund – Unassigned Fund Balance and transferring the said $600,000 to the Waste Management Building Construction Project in the FY 2019 Capital Improvement Fund for the construction of a new waste management building. Background:  In the FY 2018 Capital Improvement Fund Budget City Council established a project for the construction of a new waste management building and appropriated $1,300,000 for that purpose.  By Ordinance 2019-11 adopted on February 26, 2019 Council changed the source of funding for the $1,300,000 from bond financing to Fund Balance from the Waste Management Fund.  There is sufficient remaining fund balance within the Waste Management Fund to appropriate an additional $600,000 to the project. Discussion:  The ordinance prepared for City Council consideration appropriates $600,000 from the Fund Balance of the Waste Management Fund to the Waste Management Building Construction Project.  Design for the new waste management building has been completed. With the adoption of this ordinance to provide the final portion of required funding, the project can be bid and construction commenced during FY 2019. Financial Impact:  This ordinance reduces the Waste Management Fund - Fund Balance by $600,000 and increases the City’s FY 2019 CIP budget by $600,000. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment.  The City will solicit bids for construction of the new waste management building. 1. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE APPROPRIATING $600,000 FROM THE WASTE MANAGEMENT FUND – UNASSIGNED FUND BALANCE AND TRANSFERRING THE SAID $600,000 TO THE WASTE MANAGEMENT BUILDING CONSTRUCTION PROJECT IN THE FY 2019 CAPITAL IMPROVEMENT FUND FOR THE CONSTRUCTION OF A NEW WASTE MANAGEMENT BUILDING.” Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: Battle 19 - 99 - Adoption of an ordinance to transfer and re-appropriate the sum of $400,000 from the HazMat Program Project in the FY 2019 Capital Improvement Fund Budget to the Renovations to Various Buildings Project in the FY 2019 Capital Improvement Fund Budget for the purpose of relocating certain Portsmouth Police Department offices. Background:  It is necessary to relocate certain offices of the Portsmouth Police Department from 801 Water Street.  It is anticipated that the offices ultimately will be relocated to a new public safety building to be constructed on a portion of the Willett Hall property.  In the interim, staff has recommended that the offices be temporarily relocated to 206 High Street (the recently acquired Virginia Sports Hall of Fame building).
