March 12, 2019 <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-19-02 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />19 - 97 - Adoption of an ordinance accepting an opioid treatment award from the <br />Virginia Department of Behavioral Health and Developmental Services in the <br />amount of $171,200 and appropriating said funds to the FY 2019 Behavioral <br />Healthcare Services Fund to provide treatment and recovery services for <br />Portsmouth residents. <br /> <br />Background: <br /> <br /> On July 27, 2018, the City of Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) was notified of a Treatment Award from the Virginia Department of <br />Behavioral Health and Developmental Services (DBHDS) to support those struggling with <br />opioid addiction and help them find their own pathway to recovery. This was a two-year <br />grant from the Substance Abuse and Mental Health Services Administration to help <br />support prevention, treatment and recovery efforts within the Emergency Department <br />within the City of Portsmouth. <br /> <br /> PDBHS received the additional designation of funding based on need such as <br />overdose rates and other factors. <br /> <br />Discussion: <br /> <br /> On February 12, 2019, the City of Portsmouth Department of Behavioral <br />Healthcare Services (PDBHS) was notified that the funds for year two of the Treatment <br />Award would be available on March 1, 2019. <br /> <br /> This strategic approach will provide an avenue for PDBHS to provide treatment <br />and recovery services to the citizens of Portsmouth who are affected by, or at risk of being <br /> <br />diagnosed with, a Substance Use Disorder (SUD). <br /> <br /> These funds will be utilized together with previously awarded VA OPT-R Recovery <br />Funds to assist individuals experiencing the impact of a diagnosis of SUD during FY 2019. <br /> <br /> The breakdown for the use of the funding granted to Portsmouth BHS is as follows: <br /> $115,700.00 will be allocated for the expansion of treatment. <br />o <br /> $55,500.00 will be allocated for Peer staffing. <br />o <br /> <br />Financial Impact: <br /> <br /> There is no local match required as a condition of the funding.
