86-298 Letter from the City Manager transmitting the City Treasurer's Annual Report on
Delinquent FY86 Real Estate Taxes.

"Attached please find the annual report from the City Treasurer, Charles B. Whitehurst,
on the subject of delinquent real estate taxes for the tax year ending June 30, 1986. Also
attached is an anlysis of the reported tax delinquencies prepared by the Department of
Finance.

The City's Delinquent Tax Collector has initiated collection procedures on the reported
delinquencies. Historically, such procedures have resulted in the collection of about 99.8%
of the total tax levy with the remaining .2% to be satisfied through court action and, if
necessary, sale of property to recover taxes. When collected, a penalty of 10%, and interest
of 10% per annum for the first year and at the then current percentage rate established for
delinquent Federal Income Taxes thereafter, are imposed on the tax bill.

A copy of the entire list is available in the City Clerk's Office for inspection and a
copy will be placed at the main branch of the Public Library for review by interested citizens

As required by City Code this report is being submitted to you for your review and infor-
mation.''

Motion of Mr. Barnes and seconded by Mrs. Webb, that the City Treasurer's delinquent
real estate taxes report be received as information, and was adopted by unanimous vote.
