I August 12, 1986 <br /> <br />Ayes: Barnes, Corp~w, Gray, Lucas, <br />Nays: None <br /> <br />Simpson, Webb, Holley <br /> <br /> 86-292 - Letter from the City!Manager recommending adoption of a resolution to authorize <br />t~e execution of an agreement withlthe State Department of Game and Inland Fisheries for the <br />construction of ~ boat ramp at Cit~ Park and authorizationco~Fgrant funding. <br /> <br /> "As part of the City Park Redevelopment Project, the Game and Inland Fisheries has allo- <br />cated $140,000 to construct and upgrade the existing boat ramp at City Park. This is 100% <br />funding with no City matched funding necessary. <br /> <br /> The attached resolution is requested to anthorize the City to enter into an agreement <br />with the Department of Game and Inland Fisheries. ~The agreement calls for the City to be <br />responsible for all architectural and engineering design work and would administer and super- <br />vise the construction. Joyner, Iti, 324 London Boulevard, representing Po~rtsmouth Boating Center, <br />requested that the matter be deferred for 30 days. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to defer, as requested, fo the meeting <br />of September 9, 1986, and was adopted by unanimous vote. <br /> <br /> 86-294 Letter from the City Manager recommending adoption of a motion to award contract <br />for preliminary design of all three phases and final design of Phase ~ of public improvements <br />for PortCentre. <br /> <br /> "The 1988-90 Capital Improvement Program includes funds ~or construction of public ~mprov <br />ments to develop PortCentre Commerece Park. Phe consultant firm of C. E. Maguire completed a <br />master Development Plan for the proposed Commerce Park, including a recommended three phase <br />approach for the installation of improvements, depicted on the attached area map. The total <br /> <br />estimated cost of the three phases is approximately $4 million as delineated on the attached <br />sheet. The phasing would provide for the maximum amount of developable land in Phase I with- <br />out · ncurring the expense of major storm drainage improvements required for the area south of <br />Lincoln Street Street. This area wonld be part of the Phase II construction as the demand for <br />land increases and sales improve. Estimated sales figures whould substantially offset the <br />constructior cos~. <br /> <br /> If City Council concurs with the proposed approach to PortCentre, I recommend that City <br />Council adopn a motion to authorize me to enter into a contract for the design phase with the <br />engineering consultant firm of C. E.
