4O2 <br /> <br />August 12, 1986 <br /> <br />"AN ORDINANCE TO APPROPRIATE $281,700 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br />TO SCHOOL FACILITIES." <br /> <br /> 86-289 -.Letter from the City Manager recommending adoption of an ordinance to amend <br />Section 37-66 of the City Code pertaining to taxicab rates. <br /> <br /> "Recently taxicab 6wners in Portsmouth asked for a rate ~ncrease, their first since 1981. <br />The current rate is S1.00 for the first 1/9 mile and S0.10 for each additional 1/9 mile. The <br />owners have proposed a new rate of $1.50 for the first 1/10 mile and $0.10 each additional <br />1,10 mile. They have also asked that the fee when hired on an hourly basis be increased from <br />$6.00 to $9.00. The attached table compares current and proposed rates in Portsmouth with thos <br />of eight other Virginia localities. <br /> <br /> From August, 1981 until April, 1986 the Consumer Price Index f6r-all items for all urban <br />consumers increased from 276.5 to 325.3, an increase of 17.6%. By contrast, the cost'for a <br />~ mile taxi trip, which is probably the length of an average trip in Portsmouth, would increase <br />from $4.50 to $5.40 under the new rate structure, a 20% increase. <br /> <br /> In view of the fact that there has been no taxicab rate adjustment in Portsmouth since 198 <br />and since the average fare would rise by approximately the increase in theCUt~ a rate adjustmen <br />appears appropriate. Accordingly, I recommend your approval of the attached ordinance." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Corprew, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND FHB CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 37-66 EHBREOF PERTAINING TO TAXICAB FARES." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 86-290 Letter from the City Manager recommending adoptxon of an ordinance to amend Sec- <br />tion 4-23 pertaining to dogs riding in vehicles. <br /> <br /> 'Councilwoman L. Louise Lucas requested that the code be revised to limit dog owners from <br />allowing such animals to ride in open vehicles. <br /> <br /> The City Attorney has prepared the attached ordinance to amend the City Code to provide <br />for this provision." <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. Webb, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />' AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 4-23 THEREOF, PERTAINING TO DOGS." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 86-291 Letter from the City Manager recommending adoption of a resolution <br />the School Board to make application-for, rece'~ve, and expend funds from Federal, <br />other agencies. <br /> <br />to authorize <br />State, and <br /> <br /> 'As you are aware, during the course of the budget year, the School Board makes applica- <br />tion for, receives, and expends funds from Federal, State, and other agencies to support <br />various special programs. Attached is a resolution which will provide your authorization for <br />these grant pursuits and expenditures. The School Board is required to report the receipt and <br />expenditures to me. <br /> <br />Therefore, I am recommending that the attached resolution be adopted by the City Council.' <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH, VIRGINIA, TO <br />MAKE APPLICATION FOR, RECEIVE AND EXPEND FUNDS FROM FEDERAL, STATE AND OTHER AGENCIES <br />NOT PRESENTLY BUDGETED IN THE 1986-87 SCHOOL BUDGET; DIRECTING THE SUPERINTENDENT OF <br />SCHOOLS TO REPORT RECEIPT AND EXPENDITURE OF SUCH FUNDS TO THE CITY MANAGER. <br /> <br /> WHEREAS, educational funds from a variety of governmental agencies become available durin~ <br />the fiscal year; and <br /> <br />WHEREAS, on many occasions, priority of funding is based upon timely application. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the School Board of the City of Portsmouth, Virgmnma, is authorized to make application for, <br />receive and expend funds from Federal, State a~d other governmental agencies not presently <br />budgeted in the 1986-87 school budget. <br /> <br /> BE IT FURTHER RESOLVED that the Superintendent of Schools is directed to advise the City <br />Manager of receiFt and expenditure of such funds. <br /> <br />This resolution shall be effective from the date of its adoption." <br /> <br /> <br />
