400 <br /> <br />August 12:1986 <br /> <br /> 'We, the undersigned residents and homeowners of Portsmouth, petition the Portsmouth City <br />Council to withhold approval of the requested rezonzng of the 92 acre Twin Pines site as <br />currently proposed. Our two major concerns requiring corrective action prior to Council ap- <br />proval are: <br /> <br /> 1. A significant reduction in the number of dwelling units proposed. <br /> 2. That Greenbrook Drive should not be a through road connecting twin <br /> Pines Road and Cedar Lane. <br />Signed by Shirley Frenia, 4016 Windymille Drive and others" <br /> <br /> Daniel C. Smith, 4103 Forresthilld Drive, representing Merrifields Civic League, spoke in <br />opposltmon of the application, and asked that the rezoning recuest be rejected and that an <br />alternative be considered which would consist more of R-100 zoning; also to look into a site <br />for a new fire station in the Churchland area. <br /> <br />The following citizens spoke in opposition of the rezonlng: <br /> <br /> Paul Stewart, 3909 Kalona Road, representing Merrifields Civic League. <br />William D. Markle, 4109 Forresthills Drive, representing Merrifields Civic League. <br />Robert H. Barnes, 5009 Greenbrook Drive, representing Merrifields Civic League. <br />Thomas W. Thacker, 393[ Merrifield Boulevard, stated to Vice Mayor Webb that the <br />blocking of Greenbrook Drive would cause a blockage for the Police and Fire getting into <br />the area of the new homes if they were cul-de-sac into the private homes. <br /> <br />Michael Linett, 402 Breakwater Drive, spoke concerning the density of R-75-K[ll). <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to suspend the rules <br />questions for Vice Mayor Webb, and was adopted by unanimous vote. <br /> Mrs. Webb asked if he could make Parcel 5 fly if rezoned to R-100. <br /> Mr. Owens responded, economically it would not. <br /> <br />for Jim Owens to answe: <br /> <br />Motxon of Mr. Corprew and seconded by Mrs. Lucas, that the matter be deferred for 30 day~ <br /> <br /> Motion of Mr. 3ray and seconded by Mr. Barnes, to suspend the rules for Jim Owens, the <br />developer, to answer questions, was adopted by unanimou vote. <br /> <br />Councilman Gray asked if a 30 day de%ay encumber your process. <br />Mr. Owens stated "yes". <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mrs. Webb, that Z 86-13 be approved on <br />first reading, and not open Greenbrook Drive into Merrifields, to include conditions of the <br />Planning Commission, and in addition, the proffer concerning no ingress/egress concluding the <br />extension of Greenbrook Drive, and was adopted by 5-2 (Nay-Corprew, Holley~ vote. <br /> 86-28 § <br /> MQt~on Mrs. Webb and seconded by Mrs. Lucas, to suspend the rules for citizen-to <br />speak, was adopted by unanimous vote. <br /> <br /> Cecelia Cuycio, 4833 Colonial Lane, representing Elementary Principals of Portsmouth <br />Public Schools, presented the following letter: <br /> <br /> "The Elementary Principals of Portsmouth Public Schools <br />our support and appreciation to our Superintendent and Schoot <br />positive and progressive directmon ~n education. <br /> <br />take this opportunity to express <br />Board for moving us in such a <br /> <br /> We have been involved <br />knowledge and professional <br />improving student su:cess. <br /> <br />xn an extensive staff development program that has increased our <br />growth, producing positive outcomes in our total commitment for <br /> <br /> Our mission states that ALL <br />the best of the past even better <br />have embraced this belief and in <br />reality. <br /> <br />STUDENTS CAN LEARN AND SUCCEED! We are determined to make <br />· n the future for educating the children in our schools. Fitts <br /> Estate, by T. ~. Bennett, for a day care center at 2705 Chicag <br /> Avenue. <br /> <br /> T. C. Bennett, Applicant, 2705 Chicago Avenue, requested that the use permit be granted <br />on the conditions approved by the Planning Commission. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to suspend the rules for the applicant <br />to answer questions, and was adopted by unanimous vote. <br /> The City Manager stated he was not requesting that the entire property be fenced. <br /> The appli£ant stated tha~ he understood the fencing of the property. <br /> The City Manager asked the applicant about late evening hours. <br /> The applicant stated that the late hours would be more of a baby-sitting time. <br /> <br /> <br />
