<br />left to the professionals.

<br />Norcom Higk School Matter:
<br />
<br /> that the name of I.C. Norcom be preserved.
<br /> that the matters of the schools should be
<br />
<br /> Robert L. Smith, 207 Wynn Street, stated that he would like for the name of Israel
<br />Charles Norcom to be preserved, and not added onto another name.
<br /> R. Waldo Davis, 3000 Bortsmouth Blvd., spoke in support of the School Board's decision.
<br />
<br /> Steven Lieberman, City Attorney, offered the following statement:
<br /> "Section 22.1-79, Code of Virginia, provides that ms shall be among the functions and
<br />duties of the School Board: to provide for the consolidation of schools or redistricting of
<br />school boundaries or adoption of assignment plans whenever such procedure will contribute to
<br />the ef[iciency of the school division; and to care for, manage and control the property of
<br />the school division. In addition, the local School Board shall, insofar as not inconsistent
<br />with State statutes and regulations, operate and maintain the public schools in the regulations
<br />operate and maintain the public schools in the school division and determine the studies to
<br />be pursued and the methods of teaching to be employed in the schools. It is not the function
<br />of a City Council to determine what schools or grades should be operated as a part ~h~m~l
<br />system of the City. That function is exclusively reserved to the School Board.

<br /> No action was taken.
<br />
<br /> Councilman Corprew, offered the following statement: "I have been clearly told, and
<br />presented documentation that as a Councilman, I have no authority in school board matters.
<br />But in the interest of the t~tal city which I do represent, I would hope there would be some
<br />dialogue and agreements reached, or agreed upon, between these citizens and the appropriate
<br />parties. Because in the area of Economic Development, where Portsmouth has made tremendous
<br />progress, NO Developer is going to invest or come ~nto a city where there is disagreement
<br />with the s~-~ool system, or there are tensions among any group of citizens."
<br /> Councilwoman Lucas, offered the following statement: "I understand that by law I~m not
<br />to impose my will on the School Board. I, too, hope that this Council would take advantage of
<br />some opportunity to sit down with the Superintendent of Schools and the School Board members
<br />to see if ~here might be an alternative to what creates grief and disharmony in the City of
<br />Portsmouth among your Portsmouth Family.
<br />
