February 12, 2019 <br /> <br /> <br /> Any child diagnosed with an SED or any adult diagnosed with an SMI and receiving <br />ongoing behavioral health service from PDBHS will be provided or referred for primary <br /> <br />care screening on a yearly basis. <br /> <br /> Any individual over age 3 being prescribed an antipsychotic medication by a <br />Community Services Board (CSB) prescriber for metabolic syndrome following the <br /> <br />American Diabetes Association guidelines will be screened and monitored. <br /> <br /> <br /> The targeted goal for implementation is July 1, 2019. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Glover, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $56,636 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2019 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT OF BHS TO <br />PROVIDE PRIMARY CARE SCREENING.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 55 - Adoption of an ordinance authorizing the transfer of $93,500 from the FY <br />2019 General Fund budget to the FY 2019 Grants Fund budget for use by the <br />Portsmouth Police Department for the purchase of bulletproof vests. <br /> <br />Background: <br /> <br /> <br /> The Bulletproof Vest Partnership (BVP) Program is an initiative designed to <br />provide critical resources to state, local and tribal jurisdictions for purchasing body armor <br />for sworn law enforcement officers. The BVP Program is administered by the U.S. <br />Department of Justice, Office of Justice Programs Bureau of Justice Assistance (BJA). <br /> <br /> The purpose of the BVP Program is to reimburse states, counties, federally <br />recognized tribes, cities, and local jurisdictions that employ law enforcement officers for <br />up to 50% of the total cost of body armor vests purchased for those officers. <br /> <br /> The Portsmouth Police Department received grant funding in the amount of <br />$46,750.00 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) <br />to cover half of the cost ($93,500) associated with the cost to purchase bulletproof vests. <br /> <br />Discussion: <br /> <br /> On October 23, 2018, City Council accepted and appropriated the grant funds to <br />the General Fund because the grant was identified as a reimbursement to the General <br />Fund for cost associated with the purchase of bulletproof vests for personnel working on <br />the streets. <br /> <br /> To keep in line with prior years appropriation for these funds, the correction is <br />necessary. <br /> <br /> In addition to this correction, the ordinance transfers the required 50% match <br />(which was originally appropriated in the Police Department category of the General Fund <br />budget) to the Grants Fund budget. <br /> <br />Financial Impact: <br /> <br /> <br /> The Grants Fund will be increased by $93,500 and the General Fund will be <br />decreased by the said amount. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
