<br />At a Regular Meeting of the City Council on Tuesday, February 12, 2019, there
<br />were present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.

<br />Reverend Lorenza Meekins opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of January 22, 2019, of a Regular Meeting of January 22, 2019, of a Called
<br />Meeting of February 1, 2019, and of a Called Meeting of February 2, 2019, and was
<br />adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe

<br />- Public Hearing -
<br />
<br />19 - 53 - Public hearing on a use permit application:
<br />
<br />UP-19-01 DOWNTOWN - Andrew Bander requests a Use Permit for an
<br />apartment on the first floor at 720/722 County Street in the
<br />Downtown, T-5, zoning district. The Comprehensive Plan
<br />recommends Downtown Mixed Use Development. Planning
<br />Commission recommends approval with conditions.

<br />1. Andrew Bander, 2549 Centerville Turnpike S, Chesapeake, VA, applicant, spoke in
<br /> support of this item.
<br />
<br /> Motion by Mr. Clark, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that UP-19-01 be approved on first reading,
<br />and was adopted by the following vote:

<br />- City Manager’s Report -
<br />
<br />19 - 54 - Adoption of an ordinance accepting funding in the amount of $56,636 from
<br />the Virginia Department of Behavioral Health and Developmental Services and
<br />appropriating said funds in the FY 2019 Behavioral Healthcare Services Fund for
<br />use by the Department of BHS to provide primary care screening.
<br />
<br />Background:
<br />
<br /> A critical element of the System Transformation Excellence and Performance
<br />
<br />(STEP-VA) is primary care screening and monitoring.
<br />
<br /> Individuals with serious mental illnesses are known to be at higher risk for poor
<br />
<br />physical health outcomes, largely due to unidentified chronic conditions.
<br />
<br />Discussion:
<br />
<br /> On January 23, 2019, the Department of Behavioral Health and Developmental
<br />Services (DBHDS) notified the Portsmouth Department of Behavioral Healthcare Service
<br />(PDBHS) of an award in the amount of $56,636.00 in state funds for Primary Care
<br />
<br />Screening.
<br />
<br /> This funding will help PDBHS staff provide for primary care screening to ensure
<br />needed physical health care for adults with serious mental illnesses (SMI) and children
<br />
<br />diagnosed with serious emotional disturbances (SED).
