August 26, 1986 <br /> <br /> Staff has discussed thSs project wSth the President of the Port <br />~orfolk Civic League and he has indicated no opposition to the pro- <br />ject. (See attached letter.) As requested by the Civic Leaigue, <br />Dail's has agreed to install a commercial dumpster on site. <br /> <br /> Dail's proposal would bring $75,000 $100,000 in investment <br />and two new jobs to the City. The sale would also take lanld which <br />aas long been tax-exempt and vacant, and return it to the tax rolls <br />and to productive use. Consequently, I recommend that Cityl Council <br />authorize sale of this property to Dail's Seafood. <br /> <br /> Attached for your review is the Development Agreement prepared <br />~y the City Attorney's office." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Simpson, the: follow- <br />lng resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION ACCEPTING THE OFFER OF DAIL'S SEAFOOD TO! <br />PURCHAS~ CITY PROPERTY: AUTHORIZING THE CITY MANAGER TO <br />ENTER INTO A DEVELOPMENT AGREEMENT FOR THE P~RCHASE ANb <br />DEVELOPMENT OF CITY PROPERTY ON tNDUSTRI&L AVENUE. <br /> <br /> WHEREAS, the City owns certain hereinafter-described real <br />>roperty, which property is not required for public purposes and <br />is, hereby, declared to be excess property; and <br /> <br /> WHEREAS, said property has been advertised <br />ment as required by Section 2.09 of the Charter <br />Portsmouth; and <br /> <br />for sale and develoF <br />of the City of <br /> <br /> WHEREAS, Dail's Seafood has submitted a proposal for p~rchase <br />of said property for the su~ of $12,632.00; and to construct a <br />2,500-3,000 square foot concrete and steel building for the opera- <br />tion of a retail and wholesale seafood business; and <br /> <br /> WHEREAS, the City Council deems it to be in the best i~terest <br />~f the City that said property be developed in this manner; and <br /> <br /> WHEREAS, the City and the developer shall enter into an agree- <br />~ent pertaining to the specific plans for construction and to insure <br />~rderly development of the subject property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the offer of Dail's Seafood to p~rchase <br />the hereinafter-described City property be accepted. Said property <br />>eing more particularly described as follows: <br /> <br /> Beginning at a point on the east side of Industrial <br />Avenue, said point being 150' south of the southeast inter- <br />section of Industrial Avenue and Wesley Street; thence <br />continuing south along Industrial Avenue 125', more or <br />less, to a point: thence east and parallel with Wesley <br />Street 100', more or less, to the property ncw or form~ <br /> <br />erly owned by Elizabeth River Tunnel Distric~ <br />north and parallel with Industrial Avenue 12~ <br />or less, to a point; thence west and parallel <br />Street 100', more or less, to the point of be <br /> <br />the <br />such deeds or <br />transaction." <br /> <br />BE IT FURTHER RESOLVED that the City Manager, <br />authorized to enter into a development agreeme <br /> <br />; thence <br /> <br />with Wesley <br />ginning. <br /> <br />of purchase and development of said proFerty and to <br /> other documents as may be necessary re complete <br /> <br /> be and he hereby <br />nt pertaining to <br /> sign <br /> this <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webbl, Holley <br />Nays: None <br /> <br /> <br />
