A_ugust 26, 1986-~ ~ether with the appropriane members of my staff, reviewed the bene- fits to be derived by the City from the development of the portions land adjoining Elliott Avenue. After careful consideration of al hese factors, I am of the opinion that the benefits to be derived the~i~y by the conveyance of the pornions of Elliott Avenue close No. 1986-80 justify the conveyance of the fee simple to such parcels for a nominal consideratmon. Accordingly, at my request, the City Attorney has prepared for 'our consideration an ordinance amending Ordinance No. 1986-80, whic would authorize me to convey any right, title and interest ~f the City to the portions of Elliott Avenue closed by such ordinan in exchange for considerations to be determined through negotiations the adjoining landowners. I, therefore, recommend adoption of the enclosed ordmnan . On motion of Mr. Gray and seconded by Mrs. Webb, the following ~rdinance was adopted on final reading, and by the following vote: 'AN ORDINANCE AMfNDING ORDINANCE NO. "In. APril 1986, officials Of the Department Of Economic Develo ~ent advertised a Request for Proposals (RFP) to purchase and devel 5our City-owned parcels in Port Norfolk for industrial use. Dail's Seafood of Norfolk submitted the only proposal received >n a 12,632 square foot parcel on Industrial Avenue. (Parcel C on ~ttached map.) Dail's proposes to construct a 2,500 - 3,000 square foot building for a small retail outlet and relocation of their lesale seafood operation from Norfolk; They will be required by the Development Agreement to submit a site plan, including land- scaping, to be approved by the City Planning Department. Dail's pre ~osed to pay Si/square foot for the property which was the minimum ~id specified in the~RFR.
