August 26, 1986 <br /> <br />86-311 Letter from the City Manager recommending adoption of <br />resolution ~o authorize the sale of City-owned property located on <br />,ee Avenue in Port Norfolk to Duraloy Metais Division of Consolidate <br />~anufactured Products, Inc., for industrial use. <br /> <br /> "In April 1986, officials of the Department of Economic Develop <br />~ent advertised a Request-£or Proposals (RFP) to purchase and develo <br />four City-owned parcels in Port Norfolk for industrial use. <br /> <br /> The Duraloy Metels Divi~on of Consolidated Manufactured Product <br />[nc. submitted the only proposal received on a 14,810 square foot <br />~arcel on Lee Avenue. (Parcel D on attached maF.) Duraloy Metals <br />ts located at 2401 Wesley Street across Lee Avenue from the parcel. <br />]onsolidated Manufactured Products, Inc. which owns Duraloy, is sell <br />ing their Chesapeake plant and is in the process of moving the <br />2hesapeake operation to Portsmouth. Over the next two years, the <br />zompany plans to'construct 6,200 square feet of new office, ware- <br />~ouse and machine shop space on the remaining vacant land at their <br /> sley Street location. Duraloy proposes to fence, screen~ and <br /> ravel the City parcel, and use it for storage and future expansion <br /> ~ace. They will be required by the Development Agreement to submit <br /> site plan, including landscaping, to be approved by the City Plan- <br /> Department. Duratoy proposes to pay $1.20/square foot for the <br /> ~roperty. The RFP specified a minimum bid of SI/square foot. <br /> <br /> Duraloy plans to invest approximately $350,000 for new buildin <br />equipment at their current site. They will also bring seven <br />obs to ~he City. They would immediately invest an estimated $12,00 <br /> gravel, fence and prow[de vegetative screening on the City site. <br /> <br /> Duraloy Metals is a growing local business which will have very <br />limited expansion space available ~fter completion of their upcoming <br />~xpansion. Selling this City-owned parcel to Duraloy would put the <br />)roperty back on the tax rolls and provide for future new jobs and <br /> axes as the Company grows. Consequently, I recommend that City <br /> ~uncil authorize sale of the property to Duraloy Metals. <br /> <br /> Attached for your review is the Development Agreement prepared <br />~y the City Attorney's Office." <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the fcllowi~ <br />~esolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION ACCEPTING tHE OFFER OF DURALOY METALS DIVISON <br />OF CONSOLIDATED MANUFACTURED PRODUCTS, INC. TO PURCHASE CITY <br />PROPERTY: AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />DEVELOPMENT AGREEMENT FOR THE PURCHASE AND DEVELOPMENT OF <br />CITY PROPERTY ON INDUSTRIAL AVENUE. <br /> <br /> WHEREAS, the City owns certain hereinafter-described real prop <br />~rty, which property is not required for public purposes and is, <br />~ereby, declared to be excess property; and <br /> <br />lent <br /> <br />WHEREAS, said property has been advertised for sale and develo' <br />as required-by Section 2.09 of the Charter of the City of Ports <br /> and <br /> <br /> WHEREAS, Duraloy Metals Division of Consolidated Manufactured <br />~roducts, Inc. has submitted a proposal for purchase of said <br />for the sum of $17,772.00; and to construct three new offices, a 50x <br />~00' warehouse and a 40x30' machine shop; and <br /> <br /> WHEREAS, the City Council deems it to be in the best interest <br />the City that said property be developed in this manner; and <br /> <br /> <br />
