December 11, 2018 Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A KIDS MEALS PROGRAM GRANT IN THE AMOUNT OF $693,044.10 FROM THE U.S. DEPARTMENT OF AGRICULTURE CHILD AND ADULT CARE FOOD PROGRAM ADMINISTERED THROUGH THE VIRGINIA DEPARTMENT OF EDUCATION AND APPROPRIATING SAID FUNDS IN THE FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF PARKS, RECREATION AND LEISURE SERVICES TO PROVIDE MEALS AND SNACKS AUTHORIZED UNDER THE KIDS MEALS PROGRAM.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None 18 - 464 - Adoption of an ordinance accepting $22,775.00 of HOME Investment Partnerships program income and appropriating said amount in the FY 2019 Community Planning and Development Program Fund. Background:  The HOME Investment Partnerships Program (HOME) provides formula grants to States and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low- income people.  This program can generate proceeds or “program income” through activities resulting in a return on investment or repayment of funds. Discussion:  The city received program income totaling $22,775 generated from the payment of a home care housing rehabilitation loan.  These funds need to be added to the FY 2019 appropriation for the Community Planning and Development Program.  The HOME funds will be included in the FY 2019 Annual Action Plan. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation.
