December 11, 2018 <br /> <br />Background: <br /> <br /> City Council approved conceptual design and proposed installation for the “Circle <br />of Sail” project by Support Portsmouth Public Art (SPPA) in the Crawford Street <br />roundabout. <br /> <br />Discussion: <br /> <br /> <br /> After receiving City Council approval, SPPA commissioned the final design for the <br />project to include the foundation. <br /> <br /> The geotechnical report indicated that the foundation would have to be pile <br />supported. <br /> <br /> The existing donated funding for the project is insufficient to provide the pilings <br />needed to support the sculpture and pedestal. <br /> <br /> <br /> City Council agreed to provide financial support for this project after learning of the <br />issue with the foundation. <br /> <br /> The City estimate for the pilings needed to support this structure is $85,000. <br /> <br /> The recommendation is to re-appropriate $85,000 from the Churchland Bridge <br />Bike-Ped Enhancements project. This does not impact the project schedule. <br /> <br /> The Churchland Bridge Bike-Ped Enhancements project is eligible for funding <br />through local assistance programs at the Virginia Department of Transportation. <br /> <br />Financial Impact: <br /> <br /> <br /> The amount of $85,000 will be re-appropriated from the Churchland Bridge Bike- <br />Ped Enhancements project for the Circle of Sail project. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ESTABLISH A NEW PROJECT TITLED “CIRCLE OF SAIL” IN THE <br />FY 2019 CAPITAL IMPROVEMENT FUND BUDGET AND TO FUND THE CIRCLE OF <br />SAIL PROJECT BY RE-APPROPRIATING $85,000 FROM THE CHURCHLAND <br />BRIDGE BIKE-PED ENHANCEMENTS PROJECT IN THE FY 2019 CAPITAL <br />IMPROVEMENT FUND BUDGET.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 466 - Adoption of an ordinance appropriating $1,820,000 from the General Fund <br />– Unassigned Fund Balance for the purpose of acquiring 206 High Street. <br /> <br />Background: <br /> <br /> The Virginia Sports Hall of Fame (VSHF) building was constructed at 206 High <br />Street in 2004. <br /> <br /> TowneBank, the lender for the project, recently recorded a deed in lieu of <br />foreclosure to take title to the property. <br /> <br /> The property is currently vacant and occupies a crucial location in the High Street <br />business corridor. <br /> <br />Discussion: <br /> <br /> After negotiations, TowneBank has agreed to sell the VSHF property to the City <br />for a purchase price of approximately $1,800,000. <br /> <br /> <br /> <br /> <br />
