December 11, 2018 <br /> <br /> Councilman Smith is very actively involved in the Portsmouth community. He <br />Whereas, <br />is the President of the I.C. Norcom Alumni Association, and he is the President <br />of the United Civic League of Cavalier Manor. He is the Vice President of the <br />Lake Cavalier Association. He a life member of the N.A.A.C.P., serving as the <br />Chairman of its Education Committee. Since 2010, Ray has been a member <br />of the Eastern Officials (Softball) Association (VHSL Sports). He is a former <br />consultant to Portsmouth Colored Library Board. <br /> <br /> John L. Rowe, Jr., Mayor of the City of Portsmouth, Virginia do hereby <br />Now, Therefore, I, <br />express the appreciation of the Portsmouth Family to The Honorable Ray A. <br />Smith, Sr., and we are grateful for the years of service, dedication and pride he <br />has instilled in our community. <br /> <br /> I have hereunto set my hand and caused the Seal of Portsmouth, <br />In Witness Whereof, <br />Virginia to be affixed this eleventh day of December, two thousand eighteen.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />18 - 444 - Code amendment: <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance approved on first reading at the November 27, 2018 meeting, and was adopted <br />by the following vote: <br /> <br />18-444: <br /> <br />“ORDINANCE TO AMEND AND REORDAIN SUBSECTION 40.1-6.4(D) OF THE CODE <br />OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) (NONCONFORMING LOTS/LOT <br />CONSOLIDATION) FOR THE PURPOSE OF EXEMPTING EXISTING SINGLE FAMILY <br />RESIDENCES FROM CERTAIN LOT CONSOLIDATION REQUIREMENTS.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />18 - 462 - Adoption of an ordinance to amend Section 10-107 of Chapter 10 of the <br />Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting <br />location for Precinct Number 24 from Willett Hall to The Senior Station, located at <br />3500 Clifford Street, and to formally change the name of Precinct Number 24 to <br />“The Senior Station”. <br /> <br />Background: <br /> <br /> The polling place for Precinct 24, Willet Hall, located at 3701 Willet Drive, needs <br />to be moved due to the closing of the facility. The precinct name and polling place location <br /> <br />must be changed by ordinance. <br /> <br />Discussion: <br /> <br /> The Portsmouth Electoral Board recommends moving the voting place for Precinct <br />No. 24 due to the closing of Willett Hall to The Senior Station located at 3500 Clifford <br />Street. <br /> <br /> While the proposed voting place is beyond the current precinct boundary line, it is <br />within one mile of the precinct boundary line as permitted under Virginia Code § 24.2- <br />310. <br /> <br /> It is handicapped accessible and has two handicapped parking spaces. The <br />registrar’s office will also provide handicapped parking signs in order to designate <br />additional areas for handicapped parking. There are twenty-two regular parking spaces, <br />on street parking, and the facility has public transportation access. <br /> <br /> <br /> <br /> <br />
