<br />At a Regular Meeting of the City Council on Tuesday, December 11, 2018, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A.
<br />Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City
<br />Attorney Solomon H. Ashby, Jr.
<br />
<br />Pastor Michael Porter, Sr., opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Smith, to approve the minutes of a
<br />Called Meeting of November 26, 2018, of a Called Meeting of November 27, 2018, and
<br />of a Regular Meeting of November 27, 2018, and was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe
<br />Nays: None

<br />Presentations:

<br /> Presentation of a proclamation for “Portsmouth Chapter Delta Sigma Theta Sorority,

<br />Inc., 75 Anniversary”.
<br />

<br /> Special recognition of Department of Social Services Foster Parents.

<br /> Presentation of a proclamation of recognition to Councilman Ray A. Smith, Sr.
<br />
<br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to have the
<br />proclamation added to the official minutes of the meeting, and was adopted by the
<br />following vote:

<br />The following proclamation was read by Mayor Rowe:
<br />
<br /> The Honorable Ray A. Smith, Sr. was elected to serve on the Portsmouth City
<br />“Whereas,
<br />Council from 2004 – 2008, and was appointed by City Council to serve from
<br />January 3, 2018 – December 31, 2018 filling an unexpired term; and
<br />
<br />,
<br />Councilman Smith was born in Portsmouth in 1954, and is a 1972 graduate of
<br />Whereas
<br />I.C. Norcom High School. He is a 1975 graduate of the Electronics Technical
<br />Program of the Ohio Institute of Technology; and
<br />
<br /> Councilman Smith has been employed by Dominion Energy since 1979, and is
<br />Whereas,
<br />a 1983 graduate of Dominion's Electrical Equipment Technical Development
<br />Program and a 1988 graduate of Dominion's Management Training Program.
<br />He is current the Operations Specialist for Dominion's System Distribution
<br />Reliability Department; and
<br />
<br /> Councilman Smith has brought a wealth of public knowledge and experience
<br />Whereas,
<br />to his position on the Portsmouth City Council. He served on the Portsmouth
<br />School Board from 1993 to 2002, serving as the Board's Vice Chairman from
<br />1996 to 2000 and as the Board's Chairman from 2000 to 2002. He also served
<br />on the Board of Directors for the Southeastern Public Service Authority (SPSA)
<br />from 2006 to 2009, serving as the Board's Vice Chairman in 2009. And
<br />currently, he serves as Council Liaison to the Planning Commission, to the
<br />Economic Development Authority and as an alternate member of the Hampton
<br />Roads Transportation Planning Organization (HRTPO); and
