November 27, 2018 <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following resolution <br />approved on first reading at the November 13, 2018 meeting, and was adopted by the <br />following vote: <br /> <br />18-424(a): <br /> <br />“RESOLUTION ADOPTING AN UPDATED COMPREHENSIVE PLAN FOR THE CITY <br />OF PORTSMOUTH. <br /> <br />WHEREAS, <br /> Section 15.2-2223 of the Code of Virginia, 1950, as amended, <br />requires that each locality have a comprehensive plan to guide and accomplish the <br />coordinated, adjusted and harmonious development of land within the city based on <br />present and probable future needs and resources, so as best to promote the health, <br />safety, morals, order, convenience, prosperity and general welfare of the locality’s <br />citizens; and <br /> <br />WHEREAS, <br /> City Council adopted the Destination 2025 Comprehensive Plan on <br />April 26, 2005; and <br /> <br />WHEREAS, <br /> the City’s Planning Commission and Planning Department staff, after <br />a process of more than two years that included extensive citizen involvement, have <br />developed and recommended for City Council’s consideration and adoption an update to <br />the Destination 2025 Comprehensive Plan titled Build One Portsmouth; <br /> <br />WHEREAS, <br /> City Council and the Planning Commission have made available to <br />the public and have received public comment and conducted public hearings on the <br />proposed Build One Portsmouth Comprehensive Plan; and <br /> <br />WHEREAS, <br /> the proposed Build One Portsmouth Comprehensive Plan has been <br />amended as a result of that additional citizen, Planning Commission and City Council <br />input; and <br /> <br />WHEREAS, <br /> City Council finds that the Plan meets the requirements of the Code <br />of Virginia and will serve as a valuable tool and guide for the future development of the <br />City. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby adopts the Build One Portsmouth Comprehensive Plan dated <br />November 27, 2018. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Council extends its gratitude to the <br />Planning Commission and to all citizens, City staff and consultants involved in the Plan’s <br />creation for their extensive commitment of time and effort that resulted in the production <br /> <br />of this significant and valuable document.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance approved on first reading at the November 13, 2018 meeting, and was adopted <br />by the following vote: <br /> <br />18-424(b): <br /> <br />“ORDINANCE TO AMEND AND REORDAIN SECTION 40.1-8.3 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA (2006) (DEFINITIONS) FOR THE PURPOSE <br />OF INCLUDING REAL ESTATE BROKER AND AGENT OFFICES WITHIN THE <br />DEFINITION OF PROFESSIONAL SERVICES OFFICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
