November 27, 2018 Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following resolution approved on first reading at the November 13, 2018 meeting, and was adopted by the following vote: 18-424(a): “RESOLUTION ADOPTING AN UPDATED COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. WHEREAS, Section 15.2-2223 of the Code of Virginia, 1950, as amended, requires that each locality have a comprehensive plan to guide and accomplish the coordinated, adjusted and harmonious development of land within the city based on present and probable future needs and resources, so as best to promote the health, safety, morals, order, convenience, prosperity and general welfare of the locality’s citizens; and WHEREAS, City Council adopted the Destination 2025 Comprehensive Plan on April 26, 2005; and WHEREAS, the City’s Planning Commission and Planning Department staff, after a process of more than two years that included extensive citizen involvement, have developed and recommended for City Council’s consideration and adoption an update to the Destination 2025 Comprehensive Plan titled Build One Portsmouth; WHEREAS, City Council and the Planning Commission have made available to the public and have received public comment and conducted public hearings on the proposed Build One Portsmouth Comprehensive Plan; and WHEREAS, the proposed Build One Portsmouth Comprehensive Plan has been amended as a result of that additional citizen, Planning Commission and City Council input; and WHEREAS, City Council finds that the Plan meets the requirements of the Code of Virginia and will serve as a valuable tool and guide for the future development of the City. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby adopts the Build One Portsmouth Comprehensive Plan dated November 27, 2018. BE IT FURTHER RESOLVED that the City Council extends its gratitude to the Planning Commission and to all citizens, City staff and consultants involved in the Plan’s creation for their extensive commitment of time and effort that resulted in the production of this significant and valuable document.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following ordinance approved on first reading at the November 13, 2018 meeting, and was adopted by the following vote: 18-424(b): “ORDINANCE TO AMEND AND REORDAIN SECTION 40.1-8.3 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) (DEFINITIONS) FOR THE PURPOSE OF INCLUDING REAL ESTATE BROKER AND AGENT OFFICES WITHIN THE DEFINITION OF PROFESSIONAL SERVICES OFFICES.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None
