November 27, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 27, 2018, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Terry Taylor opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of November 13, 2018, and of a Regular Meeting of November 13, <br />2018, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />Presentations: <br /> <br /> <br />th <br /> Presentation of a proclamation for “Tidewater Community College 50 Anniversary <br />Month” to Interim President Dr. Gregory DeCinque. <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- Public Hearing - <br /> <br />18 - 444 - Public hearing on a code amendment application: <br /> <br />CA-18-04 CITYWIDE - The City of Portsmouth is proposing to amend the City <br />Zoning Ordinance to exempt pre-existing nonconforming single <br />family residences under certain conditions from requirements to <br />consolidate non-conforming lots prior to approving Zoning Clearance <br />Permits for improvements to the property. These provisions would <br />not apply to new development or redevelopment of property. <br />Planning Commission recommends approval. <br /> <br />1. JoAnn Clarke, 4717 Thornwood Street, spoke in opposition to this item. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, asked that City Council sustain the integrity of <br />older neighborhoods. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to concur with the <br />recommendation of the Planning Commission that CA-18-04 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />18 - 424 - Comprehensive plan and code amendment: <br /> <br />1. JoAnn Clarke, 4717 Thornwood Street, spoke in opposition to this item. <br /> <br />2.
