November 27, 2018 At a Regular Meeting of the City Council on Tuesday, November 27, 2018, there were present: Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. Pastor Terry Taylor opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Rowe called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes of a Called Meeting of November 13, 2018, and of a Regular Meeting of November 13, 2018, and was adopted by the following vote: Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None Presentations:  th Presentation of a proclamation for “Tidewater Community College 50 Anniversary Month” to Interim President Dr. Gregory DeCinque.  Presentation of special lapel pins to newly appointed board and commission members. - Public Hearing - 18 - 444 - Public hearing on a code amendment application: CA-18-04 CITYWIDE - The City of Portsmouth is proposing to amend the City Zoning Ordinance to exempt pre-existing nonconforming single family residences under certain conditions from requirements to consolidate non-conforming lots prior to approving Zoning Clearance Permits for improvements to the property. These provisions would not apply to new development or redevelopment of property. Planning Commission recommends approval. 1. JoAnn Clarke, 4717 Thornwood Street, spoke in opposition to this item. 2. Steve Carroll, 3112 Riveredge Drive, asked that City Council sustain the integrity of older neighborhoods. Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to concur with the recommendation of the Planning Commission that CA-18-04 be approved on first reading, and was adopted by the following vote: Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None - Unfinished Business - 18 - 424 - Comprehensive plan and code amendment: 1. JoAnn Clarke, 4717 Thornwood Street, spoke in opposition to this item. 2. Steve Carroll, 3112 Riveredge Drive, voiced his concern with the Comprehensive Plan and when it would be implemented.
