November 27, 2018 <br /> <br />- City Manager’s Report - <br /> <br />18 - 445 - Adoption of an ordinance to establish a new project titled “Portsmouth <br />Emergency Vehicle Preemption Project” in the FY 2019 Capital Improvement Fund <br />Budget (the EVP Project) and to fund the EVP Project in the amount of $301,809 as <br />follows: (1) by accepting congestion mitigation and air quality (CMAQ) funds in the <br />amount of $204,000 from the Virginia Department of Transportation and <br />appropriating said funds to the EVP Project; and (2) by transferring additional <br />CMAQ funds in the amount of $97,809 from the Traffic Signal Upgrades Project in <br />the FY 2019 Capital Improvement Fund Budget to the EVP Project. <br /> <br />Background: <br /> <br /> The Hampton Roads Traffic Operations (HRTO) Subcommittee, Regional Fire <br />Chiefs and Regional Traffic Engineers support a Regional Opticom Preemption Strategic <br />Plan and Deployment. <br /> <br /> The Virginia Department of Transportation submitted a Congestion Mitigation and <br />Air Quality (CMAQ) application and received funds for this project. <br /> <br />Discussion: <br /> <br /> VDOT indicated to the HRTO Committee that it would not be able to manage the <br /> <br />EVP project at the regional level. <br /> <br /> It was the consensus at a HRTO Committee meeting that the funds would be split <br />between localities with an interest in this project to manage the project at the local level. <br /> <br /> The localities and VDOT committed to receiving funds, as agreed upon, and <br /> <br />moving forward with this project. <br /> <br /> <br /> The City of Portsmouth share of CMAQ funds for the EVP project is $204,000. <br /> <br /> The City of Portsmouth has also requested that VDOT permit the transfer of <br />$97,809 in residual CMAQ funds from a completed City project (the Traffic Signal <br /> <br />Upgrades Project) to the EVP project. <br /> <br /> The proposed ordinance will (1) establish the EVP project in the Capital <br />Improvement Fund Budget; (2) accept and appropriate $204,000 in CMAQ funds to the <br />project; and (3) transfer an additional $97,809 in CMAQ funds from the Traffic Signal <br /> <br />Upgrades Project in the FY 2019 Capital Improvement Fund Budget to the EVP Project. <br /> <br />Financial Impact: <br /> <br /> The Portsmouth Emergency Vehicles Preemption Project will receive $301,809 in <br />CMAQ funds. <br /> <br /> There is no local match required for CMAQ funds. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of theordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ESTABLISH A NEW PROJECT TITLED “PORTSMOUTH <br />EMERGENCY VEHICLE PREEMPTION PROJECT” IN THE FY 2019 CAPITAL <br />IMPROVEMENT FUND BUDGET (THE EVP PROJECT) AND TO FUND THE EVP <br />PROJECT IN THE AMOUNT OF $301,809 AS FOLLOWS: (1) BY ACCEPTING <br />CONGESTION MITIGATION AND AIR QUALITY (CMAQ) FUNDS IN THE AMOUNT <br />OF $204,000 FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION AND <br />APPROPRIATING SAID FUNDS TO THE EVP PROJECT; AND (2) BY <br />TRANSFERRING ADDITIONAL CMAQ FUNDS IN THE AMOUNT OF $97,809 FROM <br />THE TRAFFIC SIGNAL UPGRADES PROJECT IN THE FY 2019 CAPITAL <br />IMPROVEMENT FUND BUDGET TO THE EVP PROJECT.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br />
