October 23, 2018 <br /> <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) administers all non- <br />disaster/preparedness grant and funding programs available to local government and <br />state agencies. These funding opportunities are used to enhance overall preparedness <br />and response capabilities for a full range of hazards. <br /> <br /> This grant is one of those grants. <br /> <br />Discussion: <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) is <br />comprised of resources from the following four (4) jurisdictions: Portsmouth, Chesapeake, <br />Norfolk, and Virginia Beach. <br /> <br /> Portsmouth has a long-standing agreement to serve as the lead-agency for <br />SRHMRT. <br /> <br /> SRHMRT was awarded $30,000.00 in the 2017 HAZ-MAT Team Equipment, <br />Exercise and Training Grant for the FY 2019 Budget. <br /> <br /> The purpose of the grant is to sustain the Southside Regional Hazardous Materials <br />Response Team. <br /> <br /> The funding will assist the team in maintaining its level of readiness regarding <br />equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Financial Impact: <br /> <br /> The city is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A HAZ-MAT TEAM EQUIPMENT, EXERCISE AND <br />TRAINING GRANT IN THE AMOUNT OF $30,000 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, <br />RESCUE AND EMERGENCY SERVICES HAZARDOUS MATERIALS EMERGENCY <br />RESPONSE TEAM.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 410 - Adoption of a resolution to approve the FY 2019 Community Services <br />Performance Contract for the Portsmouth Department of Behavioral Healthcare <br />Services (DBHS). <br /> <br />Background: <br /> <br /> Community Service Boards (CSBs) shall submit their performance contracts to the <br />local governments in their service areas for review and approval pursuant to Section 37.2- <br /> <br />508 or 37.2-608 of the Code of Virginia. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />(VDBHDS) issues a performance contract to each CSB on an annual basis. The <br />Performance Contract specifies the services to be rendered for the next fiscal year <br /> <br />relative to budgeted funding committed to each CSB for the funding period. <br /> <br /> <br /> <br /> <br />
