October 23, 2018 <br /> <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE PROGRAM GRANT FUNDS IN THE <br />AMOUNT OF $73,104.72 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE <br />OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID FUNDS IN THE <br />FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 408 - Adoption of an ordinance accepting Aid to Localities funds in the amount <br />of $330,675 from the Virginia Department of Fire Programs and appropriating said <br />funds in the FY 2019 Grants Fund for use by the Department of Fire, Rescue and <br />Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds to <br />localities for more than twenty years. <br /> <br /> Aid-To-Localities funding assists Virginia cities, towns and counties by providing <br />funds to pay for training, construction of training centers, firefighter’s equipment and <br />protective clothing. <br /> <br /> The funds are derived from one-percent of fire related insurance coverage and are <br />allocated based on population. <br /> <br />Discussion: <br /> <br /> The city received an allocation totaling $330,675 from the Virginia Department of <br />Fire Programs. <br /> <br /> The City of Portsmouth must complete and submit an annual report to the <br />Department of Virginia Fire Programs\\VDFP detailing the use of funds and identifying any <br />carryover funds for the year. <br /> <br /> Funds will be utilized to support Suppression of PFRES. <br /> <br />Financial Impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the purchase of protective equipment, training and support <br /> <br />operations for Suppression of PFRES. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID TO LOCALITIES FUNDS IN THE AMOUNT OF <br />$330,675 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2019 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 409 - Adoption of an ordinance accepting a Haz-Mat Team Equipment, Exercise <br />and Training Grant in the amount of $30,000.00 from the Virginia Department of <br />Emergency Management and appropriating said funds in the FY 2019 Grants Fund <br />for use by the Portsmouth Department of Fire, Rescue and Emergency Services <br />Hazardous Materials Emergency Response Team. <br /> <br /> <br /> <br /> <br /> <br /> <br />
