October 23, 2018 <br /> <br /> The DBHS operating budget is approved annually by City Council during the City’s <br />budget process. The Performance Contract displays this budget in the format required <br /> <br />by the State. <br /> <br /> <br /> The City must approve the Performance Contract to receive allocations of State <br /> <br />and Federal funds from the VDBHDS Office of Community Contracting. <br /> <br />Financial Impact: <br /> <br /> The projected State and Federal allocations for Fiscal Year 2019 are $5,596,705 <br />and $1,396,723 for a total of $6,993,428. <br /> <br /> There is a local match of $692,534 (11.01%), which is budgeted as part of the FY <br />2019 DBHS Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of a resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will ensure that the Director of DBHS takes the necessary steps <br />to notify VDBHDS of the City Council’s approval of the Fiscal Year 2019 Performance <br />Contract. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO APPROVE THE FY 2019 COMMUNITY SERVICES <br />PERFORMANCE CONTRACT FOR THE DEPARTMENT OF BEHAVIORAL <br />HEALTHCARE SERVICES. <br /> <br /> WHEREAS, <br />the Virginia Department of Behavioral Health and Developmental <br />Services annually issues a performance contract to each local community services board <br />(CSB) specifying the services to be rendered by the CSB for the next fiscal year relative <br />to funding budgeted; and <br /> <br />WHEREAS, <br /> the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services’ FY 2019 Community Services Performance Contract in <br />order to receive funding from the Commonwealth; and <br /> <br />WHEREAS, <br /> a local match of $692,534 is required as a condition of receiving <br />funding under the FY 2019 Community Services Performance Contract, which match has <br />been previously appropriated in the FY 2019 Portsmouth Department of Behavioral <br />Healthcare Services budget; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br /> <br />Services’ FY 2019 Community Services Performance Contract.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 411 - Adoption of a resolution approving: (1) a Concurrent Resolution Adopting <br />Amended and Restated Articles of Incorporation for the Southeastern Public <br />Service Authority of Virginia and (2) Amended and Restated Articles of <br />Incorporation of the Southeastern Public Service Authority of Virginia, and <br />authorizing the Mayor to execute same. <br /> <br />Background: <br /> <br /> The Southeastern Public Service Authority of Virginia (“SPSA”) was created by <br />Portsmouth, Chesapeake, Franklin, Norfolk, Suffolk, Virginia Beach, Isle of Wight, and <br />Southampton pursuant to the Virginia Water and Waste Authorities Act (Va. Code § 15.2- <br />5100, et seq.) (the “Act”). <br /> <br /> Each member locality is entitled to appoint one member of the SPSA Board of <br />Directors. The member must be an employee of the locality. <br /> <br /> <br /> <br /> <br />
