In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT IN THE AMOUNT OF $85,615 FROM THE U.S. DEPARTMENT <br />OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2019 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 407 - Adoption of an ordinance accepting Four-For-Life Program grant funds <br />in the amount of $73,104.72 from the Virginia Department of Health, Office of <br />Emergency Medical Services and appropriating said funds in the FY 2019 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Department of Health, Office of Emergency Medical Services administers the <br />Four-For-Life Program. The Four-For-Life program, as amended in 2000, stipulates that <br />four additional dollars be charged and collected at the time of registration of each <br />passenger vehicle, pickup and panel truck. The funds collected, pursuant to Section 46.2- <br />694, Code of Virginia, shall be used only for emergency medical services. <br /> <br /> The Code of Virginia further states that the Department of Health shall return <br />twenty-six percent (26%) of the vehicle registration fees collected to the locality wherein <br />such vehicle is registered, and funds can only be used for emergency medical services. <br /> <br />Discussion: <br /> <br /> The city is receiving a total of $73,104.72 through the Four-For-Life Program. <br /> <br /> Funds will be used to purchase necessary EMS equipment and supplies in support <br />of the emergency medical service delivery. <br /> <br /> The city must complete and submit an annual Report of Expenditures to the <br />Department of Health, Office of Emergency Medical Services in August 2019. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> To proceed with the necessary purchase of EMS equipment, supplies and training <br /> <br />for PFRES EMS personnel. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
