October 23, 2018 <br /> <br /> <br />Discussion: <br /> <br /> The adopted FY 2019 General Fund budget for the Portsmouth Police Department <br />includes funding for the purchase of body armor vests. <br /> <br /> The Portsmouth Police Department is receiving a grant in the amount of <br />$46,750.00 from BJA to reimburse up to 50% of the amount expended to purchase the <br />body armor vests. <br /> <br /> Because the grant reimburses a General Fund expenditure, the grant is being <br />appropriated as revenue to the FY 2019 General Fund. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award reimburses up to 50% of the amount spent by the City to purchase <br />body armor vests. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A BULLETPROOF VEST PARTNERSHIP PROGRAM <br />GRANT IN THE AMOUNT OF $46,750 FROM THE U.S. DEPARTMENT OF JUSTICE <br />AND APPROPRIATING SAID AMOUNT AS REVENUE TO THE FY 2019 GENERAL <br />FUND AS PARTIAL REIMBURSEMENT FOR THE PURCHASE OF BODY ARMOR <br />VESTS FOR THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Smith <br /> <br />18 - 406 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant in the amount of $85,615 from the U.S. Department of Justice and <br />appropriating said funds in the FY 2019 Grants Fund for use by the Portsmouth <br />Police Department. <br /> <br />Background: <br /> <br /> The Edward Byrne Memorial Justice Assistance Grant (JAG) Program, authorized <br />under 42 U.S.C. §3751 (a), provides states, tribes, and local governments with critical <br />funding necessary to support a range of program areas including law enforcement, <br />prosecution, indigent defense, courts, crime prevention and education, corrections and <br />community corrections, drug treatment and enforcement, planning, evaluation, <br />technology improvement, and crime victim and witness initiatives and mental health <br />programs and related law enforcement and corrections programs, including behavioral <br />programs and crisis intervention teams. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) is receiving a grant funding in the <br />amount of $85,615.00 from the Department of Justice (DOJ) – Bureau of Justice <br />Assistance (BJA) to provide funds for programs and specialized equipment, and <br />continued funding to support the Drug Treatment Court Program. <br /> <br /> The Police Department will utilize funds to expand our SWAT Team with equipment <br />for two additional members. PPD SWAT will also use funds to obtain additional <br />equipment to increase team capabilities, ensure team members’ safety, and provide <br />better support to the public. <br /> <br /> A portion of the funds will be used to support the various Drug Court Treatment <br />Programs. <br /> <br /> <br /> <br /> <br /> <br /> <br />
