October 23, 2018 <br /> <br /> <br /> <br /> The Port Security Grant Program provides funding to port authorities, facility <br />operators, and state and local agencies for activities associated with implementation of <br />Area Maritime Security Plans (AMSPs), facility security plans and other port-wide risk <br />management efforts. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $167,295.00 from the DHS/FEMA. <br /> <br /> The grant requires a 33% local match, which will be satisfied by an appropriation <br />of $55,765 from the Police Department’s Asset Forfeiture Fund to the Grants Fund. <br /> <br /> This grant is for outfitting the Mobile Command and Communication Center <br />(MCCC) interior with electronic communication infrastructure vital to regional <br />interoperability. It will increase command and control efficiency for all responders and <br />alleviate the current city’s First Responders’ interoperability catastrophic limitations with <br />regional partners. <br /> <br /> The MCCC serves as the Portsmouth Emergency Operations and/or Emergency <br />Communications nerve center, and our communications hub during any event rendering <br />our E-911 center inoperable or unsafe. <br /> <br />Financial Impact: <br /> <br /> <br /> Acceptance of this grant will increase the Grants Fund by $223,060 and reduce <br />the Police Department’s Asset Forfeiture Fund by $55,765 to provide the match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) ACCEPTING A PORT SECURITY GRANT IN THE AMOUNT OF <br />$167,295 FROM THE DEPARTMENT OF HOMELAND SECURITY/FEDERAL <br />EMERGENCY MANAGEMENT AGENCY AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2019 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT; AND (2) APPROPRIATING $55,765 FROM THE ASSET FORFEITURE <br />FUND TO THE FY 2019 GRANTS FUND TO SERVE AS THE REQUIRED LOCAL <br />MATCH FOR THE SAID PORT SECURITY GRANT.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />18 - 405 - Adoption of an ordinance accepting a Bulletproof Vest Partnership <br />Program grant in the amount of $46,750 from the U. S. Department of Justice and <br />appropriating said amount as revenue to the FY 2019 General Fund as partial <br />reimbursement for the purchase of body armor vests for the Portsmouth Police <br />Department. <br /> <br />Background: <br /> <br /> <br /> The Bulletproof Vest Partnership (BVP) Program is an initiative designed to <br />provide critical resources to state, local and tribal jurisdictions for purchasing body armor <br />for sworn law enforcement officers. The BVP Program is administered by the U.S. <br />Department of Justice, Office of Justice Programs Bureau of Justice Assistance (BJA). <br /> <br /> The purpose of the BVP Program is to reimburse states, counties, federally <br />recognized tribes, cities, and local jurisdictions that employ law enforcement officers for <br />up to 50% of the total cost of body armor vests purchased for those officers. <br /> <br /> <br /> <br /> <br />
